Yemen’s Minister of Public Health and Population, Dr. Qasem Haibeh, recently announced significant advancements in the country’s healthcare system. The completion of a governance framework for telehealth services, along with the establishment of a virtual health services center, marks a pivotal shift in modernizing healthcare in Yemen. This initiative aims to enhance access to medical services across various provinces, particularly in remote and rural areas, ultimately improving the quality of healthcare for citizens.
In his statement, Minister Haibeh explained that the ministry has developed a comprehensive regulatory framework for telehealth services. This initiative aligns with a broader vision to organize the digital transformation of healthcare. The ministry has set standards to ensure the safety of care delivered through digital platforms, protect patient rights, and enhance the efficiency of health services nationwide. This achievement follows the completion of three key implementation phases, including the issuance of a ministerial decision that regulates telehealth services.
The minister noted that the third phase of the project culminated in the issuance of Ministerial Decision No. (13) for the year 2026, which mandates the creation of a virtual health services center. This center is designed to gradually operate as the national umbrella for delivering telehealth services and coordinating efforts among various entities and institutions involved in digital healthcare.
Minister Haibeh also highlighted that the ministry has begun activating the outputs of the digital licensing system. The first two institutions have completed their final licensing procedures. “Medex Connect,” the first provider of teleradiology services, and “Hadramout Telemedicine,” the first licensed charitable organization for digital medical consultations, are leading this initiative. These steps reflect the ministry’s commitment to bridging the diagnostic gap in rural and remote hospitals by connecting them with specialized consultants.
The Minister urged all institutions and companies interested in engaging in digital health activities to apply through the ministry’s official portal to complete the necessary licensing procedures. This call aligns with the ministry’s efforts to provide safe, reliable, and high-quality digital health services for the Yemeni population.
