National Commission Investigates Human Rights Violations in Seiyun Prison

On Thursday, the National Commission for Investigating Allegations of Human Rights Violations conducted a field visit to the Central Prison in Seiyun. This visit forms part of the Commission’s ongoing efforts in the districts of Hadhramaut Governorate, including the coast, valley, and desert regions.

Meeting with Prison Director

The Commission began its visit with a meeting with Prison Director Major Ali Ben Dahri. He emphasized the significance of field visits in improving the conditions of prisoners and detainees. Major Dahri highlighted the prison administration’s commitment to meeting inmates’ needs, despite facing financial constraints.

Assessment of Prison Conditions

Commission members, including Judges Mohammed Talian, Nasser Al-Awdhali, and Ishraq Al-Maqtari, toured various sections of the prison, which houses 380 inmates and detainees. They listened to a random selection of inmates, documenting their legal situations and grievances regarding delays in legal proceedings and the slow pace of judicial reviews.

Addressing Medical and Psychological Needs

The Commission also held discussions with inmates requiring medical and psychological interventions, noting the absence of specialized healthcare facilities within the prison.

Focus on Women’s Section

The visit included the women’s section of the Central Prison, where the Commission listened to feedback from female police officers and met with the seven female inmates, some of whom were accompanied by their children. The women expressed their need for legal assistance and expedited legal processes, alongside addressing their health requirements.

Inspection of Military Region Facilities

In a related effort, Commission members inspected facilities in the First Military Region. They gathered testimonies from officials regarding measures taken to uphold freedom of expression and social and civil rights in light of recent developments in Seiyun.

The Commission reaffirmed that these visits align with its legal mandate to monitor and evaluate detention conditions.
