The meeting included members Sultan Al-Aradah, Tariq Saleh, Abdulrahman Al-Mahrimi, Dr. Abdullah Alimi, Othman Majli, and Salem Al-Khanbashi. Member Mahmoud Al-Sabihi was absent due to valid reasons.
The council dedicated the meeting to discussing the government’s work program and its priorities for the upcoming phase. This includes political, economic, service, and security aspects, as well as strategies to enhance partnerships with regional and international communities.
The Prime Minister and the ministerial team presented a comprehensive overview of the government’s executive matrix. They emphasized normalizing conditions, ensuring state presence in liberated provinces, unifying security and military decisions, and supporting law enforcement agencies to enhance security and stability.
The discussions also covered mechanisms for implementing the public budget, boosting economic recovery, increasing revenue, rationalizing spending, and protecting the national currency. Plans to improve electricity, water, health, and education services were highlighted, alongside efforts to rehabilitate infrastructure. The council aims to transform the temporary capital, Aden, and other liberated provinces into models of administrative and service governance.
The meeting addressed the government’s plans regarding institutional governance, digital transformation, administrative reform, and empowering youth and women. It also focused on enhancing partnerships with civil society and improving the efficiency of international aid absorption. The transition from emergency relief to recovery and development programs was deemed essential.
The Presidential Leadership Council praised the efforts in preparing the government’s work program for 2026 and approving the public budget for the first time in years. These steps are crucial for restoring the institutional functioning of the state.
The council reiterated its full support for the government’s transition from planning to disciplined execution, aiming to translate the government program into tangible results for citizens.
The meeting stressed the need for the government program to remain flexible and adaptable to local and regional changes. This adaptability will ensure the continuous flow of essential goods, services, and supply chains, thereby safeguarding the national economy from potential disruptions.
The council emphasized the importance of ongoing market monitoring and stock management, urging proactive decisions to maintain economic and living stability.
The meeting also addressed regional developments and their potential implications for Yemen, particularly in light of the escalating military tensions in the area. The council condemned Iran’s aggressive attacks targeting the sovereignty of several brotherly nations, including a recent attack on a residential facility in Al-Kharj, Saudi Arabia, which resulted in civilian casualties.
The council expressed Yemen’s solidarity with Saudi Arabia and other nations, supporting their legitimate measures to protect their security and sovereignty.
The council reaffirmed that Yemen will not allow its territory to be used as a platform for threats against regional security or international navigation. It committed to addressing any attempts to drag the country into conflicts that serve external agendas.
The meeting underscored the importance of enhancing security and military readiness while protecting the internal front. It held the Houthi militias and their Iranian backers fully responsible for any escalation threatening Yemen’s security and stability.
The council expressed profound gratitude for the support provided by Saudi Arabia to the Yemeni people and their leadership. It acknowledged Saudi Arabia’s pivotal role in maintaining state institutions and fulfilling its commitments.
The council views the strategic partnership with Saudi Arabia as a cornerstone for Yemen’s stability and regional security. It aims to maximize the benefits of this generous support through prudent economic management and clear, executable programs.
The council reviewed the minutes of its previous meeting and approved them. It also conducted a brief review of the implementation status of its decisions and recommendations in coordination with relevant authorities.
Dr. Yahya Al-Shaibi, Director of the Presidency Office, attended the meeting.
