Massachusetts has become the latest U.S. state to impose stringent regulations on data centers. The state issued an executive order requiring these facilities to meet their entire electricity needs through clean energy sources. Alternatively, they can contribute financially to a fund designed to protect consumers from rising electricity costs.
Under the new regulations, developers creating data centers with a peak demand exceeding 25 megawatts must rely on clean energy generation at their sites. They can also fund the development of new electricity generation capacity near their facilities or pay fees into the designated fund for bill payers.
This initiative arises amid changing attitudes among U.S. states regarding the rapid expansion of data centers. Concerns have escalated about their impact on local electricity grids and their significant energy consumption, particularly with the surge in artificial intelligence applications.
The state has directed local communities to avoid signing non-disclosure agreements related to data center projects. Additionally, Massachusetts has decided to suspend tax exemption requests for these facilities to allow time for the implementation of the new restrictions.
With this decision, Massachusetts becomes the third U.S. state in three months to take steps to limit the expansion of data centers, following similar actions in Texas and New York.
These moves reflect the growing debate over the substantial infrastructure costs required to support artificial intelligence operations. There are concerns that consumers and electricity networks may bear part of the financial burden associated with this expansion.
