A recent report from the Yemen Organization for Rights and Development has revealed a staggering 761 violations committed by the Iran-backed Houthi militia in the capital city of Sana’a and its districts throughout 2025. This report highlights the ongoing human rights abuses and deteriorating living conditions in the region.
The report outlines the Houthi militia’s strategy of starvation, which extends beyond seizing livelihoods. It includes political and intellectual deprivation by denying citizens personal security, freedom of expression, and allegiance to the republic. Furthermore, the militia has established a new repressive body called the “Revolution Security Agency” to carry out mass arrests and suppress civil society.
Additionally, the deliberate suspension of salaries for 70% of public sector employees and the imposition of taxes have led to an 80% collapse in purchasing power. Consequently, this situation has pushed 80% of families below the poverty line, with half of the capital’s population facing severe food insecurity.
The report also documented 129 violations against humanitarian and international organizations, including the arrest of 52 employees and the enforced disappearance of 31 others. These violations reflect the militia’s attempts to hijack humanitarian aid, demonstrating a blatant disregard for international standards.
The report addressed the disaster in Khashm al-Bukrah in Bani Harith on May 22, 2025. An explosion at a secret weapons depot belonging to the militia resulted in the deaths and injuries of over 90 civilians, along with the destruction of approximately 50 homes. Storing weapons in residential neighborhoods and using civilians as human shields constitutes war crimes under the Geneva Conventions.
In September alone, the report recorded 156 violations targeting citizens who raised the national flag or commemorated the September 26 Revolution. These incidents included the arrest of 103 individuals, the enforced disappearance of 27 others, and the raiding of 12 homes.
The report asserts that these violations amount to crimes against humanity and war crimes under the Rome Statute. It urges the international community and the United Nations Security Council to take serious action to halt these crimes, compel the militia to vacate cities of weapon depots, and hold the responsible parties accountable.
