Yemen and China Sign Memoranda of Understanding to Enhance Development Cooperation

Riyadh, Saudi Arabia – The Republic of Yemen and the People’s Republic of China signed two memoranda of understanding today in Riyadh, aimed at strengthening bilateral cooperation and opening new avenues for strategic partnership.

Key Signatories

The agreements were signed by Dr. Waed Badhieb, Yemen’s Minister of Planning and International Cooperation, and Shao Cheng, the Chargé d’Affaires of the Chinese Embassy in Yemen.

Comprehensive Development Framework

The first memorandum establishes a comprehensive framework for development cooperation between the two nations. Under this agreement, Yemen will join the Global Development Initiative proposed by Chinese President Xi Jinping.

This initiative focuses on several key areas, including:

  • Poverty alleviation
  • Food security enhancement
  • Public health development
  • Industrial transformation support
  • Climate change mitigation
  • Promotion of green development
  • Capacity building and digital communication

China will provide grants, support, and interest-free loans for development projects. Additionally, the agreement includes resources from the Global Development Fund and establishes a joint dialogue mechanism. This mechanism will facilitate regular in-person and virtual meetings to coordinate policies and exchange expertise.

Support for Yemen’s Interior Ministry

The second memorandum addresses the provision of police equipment and supplies for Yemen’s Ministry of Interior. The Chinese side will supply a grant of police equipment, which will be transported to the port of Mukalla as part of its free assistance to Yemen.

Significance of the Agreements

Following the signing, Dr. Waed Badhieb emphasized that these memoranda represent a significant shift in Yemen-China relations. He noted that they pave the way for additional agreements across various developmental sectors. Joining the Global Development Initiative will enhance Yemen’s access to funding for development projects and contribute to achieving sustainable development goals.

China’s Commitment to Yemen

In his remarks, Shao Cheng highlighted that these agreements reflect China’s commitment to strengthening its strategic partnership with Yemen. He reaffirmed China’s ongoing support for Yemen’s development efforts across multiple sectors.

These agreements mark a pivotal moment in Yemen’s international partnerships, promising to foster growth and development in the region.
