Gulf Cooperation Council Reaffirms Support for Yemen’s Presidential Leadership

The Gulf Cooperation Council (GCC) Ministerial Council has reiterated its full support for the Presidential Leadership Council, led by Dr. Rashad Mohammed Alimi. This commitment aims to achieve security and stability in Yemen while working towards a comprehensive political solution. The council emphasized adherence to the Gulf Initiative, its executive mechanism, the outcomes of the National Comprehensive Dialogue Conference, and United Nations Security Council Resolution 2216. These frameworks are essential for preserving Yemen’s sovereignty, unity, territorial integrity, and independence.

New Leadership Welcomed

During its 164th session held today in Kuwait, the Ministerial Council welcomed the appointment of Salem Saleh Bin Brek as Prime Minister. The council expressed its best wishes for his success in fulfilling his constitutional duties to ensure security, stability, and development for the Yemeni people.

Continued Efforts for Political Resolution

The council acknowledged the ongoing sincere efforts by Saudi Arabia and Oman, along with communications with all parties involved, to revive the political process. These efforts aim to achieve a comprehensive and sustainable political solution in Yemen. The council stressed the importance of the Houthis engaging positively with international and UN initiatives to end the Yemeni crisis and seriously consider peace proposals to alleviate the suffering of the Yemeni people.

Support for UN Initiatives

The Ministerial Council reaffirmed its support for the United Nations and its Special Envoy to Yemen, Hans Grundberg, in their pursuit of a comprehensive political solution based on the three reference points.

Ceasefire Announcement Welcomed

The council welcomed Oman’s announcement of a ceasefire aimed at protecting international navigation and trade. It underscored the importance of de-escalation to maintain regional security and stability, emphasizing the need to respect maritime navigation rights in accordance with international law and the United Nations Convention on the Law of the Sea of 1982.

Condemnation of Foreign Interference

The council condemned ongoing foreign interventions in Yemen’s internal affairs, including the smuggling of military experts and weapons to Houthi militias. Such actions violate Security Council Resolutions 2216, 2231, and 2624. The council reiterated its support for all efforts aimed at achieving a comprehensive political solution to the Yemeni crisis, ensuring security and stability for both Yemen and the region.

Humanitarian Efforts Praised

The council commended the achievements of the King Salman Humanitarian Aid and Relief Center and the humanitarian support provided by the GCC’s Relief and Humanitarian Assistance Coordination Office to Yemen. It highlighted the humanitarian and developmental assistance offered by all member states, noting the 263 developmental projects and initiatives across seven key sectors: education, health, water, energy, transport, agriculture, and fisheries. These efforts also include capacity-building for government institutions, financial support for the Yemeni government’s budget, and assistance for salaries, operational expenses, and food security.

Mine Clearance Initiative Recognized

The council praised the Saudi project for mine clearance, known as "Masam," which has successfully removed 493,256 landmines, unexploded ordnance, and improvised explosive devices. This initiative has cleared 66,860,348 square meters of land in Yemen, which had been indiscriminately mined by Houthi militias, resulting in tragic casualties among innocent children, women, and the elderly.
