Yemen Submits Protest Note to UN Security Council Over Iranian Interference

The Republic of Yemen has formally submitted a protest note to the United Nations Security Council, addressing ongoing Iranian interventions that threaten Yemen’s security and stability. This action constitutes a blatant violation of the United Nations Charter and relevant Security Council resolutions, particularly concerning the repeated and serious violations by the Iranian regime of sanctions imposed under Security Council Resolutions 2140 (2014) and 2216 (2015).

Details of the Protest

Yemen’s Minister of Foreign Affairs and Expatriates, Dr. Shai’a Al-Zindani, presented this official protest to the President of the Security Council, Ambassador Asim Iftikhar Ahmad of Pakistan. The submission occurred following a significant operation on June 27, 2025, where Yemeni National Resistance forces and Coast Guard intercepted a large shipment of advanced Iranian weapons in Yemeni territorial waters, destined for Houthi militias.

Contents of the Seized Shipment

The intercepted shipment included approximately 750 tons of weapons, ammunition, and military equipment. This arsenal featured naval and aerial missile systems, air defense systems, modern radar, reconnaissance and attack drones, listening devices, anti-tank “Konkurs” missiles, B-10 artillery, sniper rifles, and a vast quantity of assorted ammunition, among other military gear.

Evidence of Iranian Origin

Dr. Al-Zindani emphasized that military experts confirmed the intercepted components bore trademarks, models, and serial numbers consistent with military equipment produced in Iran. Some of the seized equipment even contained operating manuals in Persian, providing undeniable evidence of its Iranian origin.

Systematic Iranian Interference

The Minister asserted that this shipment represents another link in a long chain of systematic Iranian plans and blatant interventions in Yemen, violating international law and Security Council resolutions. Many of these violations have been documented in reports by the UN Security Council’s expert panel established under Resolution 2140 (2014).

Ongoing Threats from Houthi Militias

Since the Houthi militias’ coup against Yemen’s constitutional legitimacy and national institutions, Iranian military, financial, and technical support has enabled these militias to wage war against the Yemeni people. This support has led to attacks on cities and villages, civilian casualties, and terrorist operations targeting critical infrastructure, including oil facilities and power stations in Yemen and neighboring countries. Recent attacks on the vessels “MAGIC SEAS” and “ETERNITY C” resulted in their sinking and the loss of several crew members.

Call for International Action

Dr. Al-Zindani reiterated that the continued smuggling of Iranian weapons to the Houthis clearly indicates direct Iranian intervention in Yemen. He warned that Iran’s ongoing support for the Houthis poses a direct and serious threat to Yemen’s security, regional stability, and international peace. The Yemeni government has repeatedly cautioned against the consequences of ignoring the Houthis’ failure to adhere to the Stockholm Agreement, particularly regarding the city of Hodeidah.

Restoring Stability in Yemen

The Yemeni government asserts that achieving security and stability in Yemen and international shipping lanes requires restoring the Yemeni state and its constitutional institutions. The government must exercise full authority over Yemen’s coastal areas and all territories to fulfill its responsibilities to its citizens and maintain regional and international security.

Urgent Appeal to the International Community

The Yemeni government calls on the international community, particularly the Security Council, to take decisive action against these serious Iranian violations. It demands robust measures to deter Iranian interventions that undermine Yemen’s security, including:

  1. Explicit condemnation of Iran’s blatant violations of relevant Security Council resolutions regarding the arms embargo.
  2. Strengthening international monitoring efforts and supporting the United Nations Verification and Inspection Mechanism (UNVIM).
  3. Accelerating the appointment of a Yemen expert panel to ensure documentation of events and continued accountability.
  4. Imposing effective sanctions on networks involved in arms smuggling, whether entities or individuals, inside or outside Iran.
  5. Holding the Iranian regime fully accountable for actions in Yemen that threaten international peace and security.
