In a recent discussion at the U.S. Council on Foreign Relations, President Dr. Rashad Alimi emphasized the need for a fundamental shift in international policy regarding the Houthi militias, which are backed by the Iranian regime. He urged a move away from the previous “containment” strategy that has proven ineffective.
During the session, President Alimi stated, “The current phase requires a radical change in approach, transitioning from ‘conflict management’ to ‘strength for peace.'” He highlighted the importance of establishing a peace that relies on the strength and sovereignty of the state, rather than making concessions to the insurgents.
The President pointed out that the international community’s containment policy has clearly failed to deter the Houthi militias. He noted that successive governments have made concessions in hopes of reaching a political solution, but the Houthis have consistently responded with obstinacy and rejection. Consequently, the global community now recognizes that the Houthis pose an ongoing and significant threat.
President Alimi asserted that appeasement has not brought peace; instead, it has entrenched conflict. He explained that the militias have exploited time and resources to strengthen their influence and expand their military arsenal, especially after Yemeni armed forces were just three kilometers from the ports of Hodeidah.
He warned that the continuation of this situation undermines trust in multilateral institutions and fuels narratives of chaos that extremist groups exploit. The President stressed that the Houthis are not merely a local faction; they serve as an advanced arm of the Iranian regime, extending their threat beyond Yemen to the region and the world.
President Alimi linked the Houthi threat to Iran’s broader expansionist agenda, which aims to manipulate the region and control strategic passages, thereby impacting global energy security. He noted that Iran has transformed the region into a battleground for multifaceted terrorism, involving groups like Al-Qaeda, ISIS, and Al-Shabaab, all of which take advantage of state fragility.
The President acknowledged the crucial support from Saudi Arabia and the United Arab Emirates, which have played a vital role in preventing the complete collapse of the Yemeni state. He stated, “Experience has shown that Yemen’s stability would not have been possible without this support.”
President Alimi also praised former President Donald Trump’s strong stance against the Houthi militias. He expressed hope for the resumption of U.S. aid, which has significantly impacted millions of Yemenis and the overall image of the United States.
He clarified that supporting Yemen today is not merely a political gesture but a direct investment in regional and global security.
Lastly, President Alimi addressed the immense responsibilities and challenges facing the Yemeni government, particularly the humanitarian crisis exacerbated by Houthi attacks on oil facilities and shipping vessels. He highlighted that approximately 20 million Yemenis live below the poverty line, with around 5 million displaced.
