Norway Implements Near-Total Ban on Generative AI in Schools

Norwegian Prime Minister Jonas Gahr Støre has announced a near-complete ban on the use of generative artificial intelligence tools in primary schools. This decision also includes restrictions on their use in higher educational stages. The government aims to protect the educational process and prevent any negative impact on children’s learning, especially in light of declining test scores in recent years.

Details of the Ban and New Regulations

This decision follows the government’s 2024 ban on smartphone usage in schools, which granted teachers broader authority to enforce discipline in classrooms. During a press conference, Støre emphasized that reliance on AI could lead children to skip essential learning steps. He stated, “The most important thing in school is for our children to learn reading, writing, and arithmetic.”

The new regulations will take effect at the start of the upcoming school year in late August. According to government guidelines:

• Grades 1-7 (Ages 6-13): The use of AI is generally prohibited.
• Lower Secondary (Ages 14-16): Students may use AI cautiously and under teacher supervision.
• Upper Secondary (Ages 17-19): Students are encouraged to learn the proper use of AI in preparation for higher education and the job market.

Emphasis on Traditional Education

The ban coincides with another government initiative to increase reliance on physical textbooks in classrooms, signaling a shift away from previous trends favoring tablets. This approach aims to enhance students’ deep understanding and develop their foundational skills.

In April, Norway announced plans to prohibit children from using social media until they reach the age of 16. This reflects the government’s commitment to shielding children from the adverse effects of modern technology.
