On the 10th anniversary of the Hiran massacre, the Equality Organization for Rights and Freedoms has renewed its demand for accountability against the leaders of the Iranian-backed Houthi militia. The organization emphasizes the need to hold those responsible for this tragic event in Dhammar province accountable for their actions.
In a statement released today, the Equality Organization highlighted the horrific nature of the Hiran massacre, which claimed the lives of over 70 civilians. These individuals were held captive in weapon-filled buildings and used as human shields. The attack resulted in 52 casualties, including prominent figures such as journalists Youssef Al-Ayzri and Abdullah Qabil, as well as politician Amin Al-Rajawi.
The organization asserts that the events of the Hiran massacre constitute a complete war crime under Article 3 of the Geneva Conventions, as well as the first and second Additional Protocols. Furthermore, it violates Article 8 of the Rome Statute of the International Criminal Court and represents a serious breach of Articles 48, 51, and 52 of the Yemeni Constitution. The massacre also contravenes Articles 234, 235, and 246 of the Penal Code.
The statement elaborated on the actions leading up to the massacre, noting that days before the incident, the militia arrested dozens of civilians and transported them to Hiran, which had been converted into a closed military zone. The militia stored weapons in civilian facilities, making them prime targets for airstrikes. Despite pleas from families of the detainees, the militia refused to release or relocate them to safer areas, indicating a deliberate intent to expose them to lethal harm. Additionally, they obstructed rescue efforts following the bombing and prevented families from searching for their loved ones under the rubble for several days.
The evidence presented underscores the Houthi militia’s premeditated intent to commit this atrocity. By using civilians as human shields and repurposing civilian structures for military purposes, the militia’s leadership in Dhammar faces potential criminal liability. This situation falls under the principles of universal jurisdiction as outlined in the Rome Statute.
The Equality Organization warns against the continued impunity enjoyed by the perpetrators of this massacre. They express full solidarity with the victims’ families and pledge ongoing support in their quest for justice. The organization stresses that the lack of tangible action to hold the culprits accountable over the past decade represents a stain on humanity and a significant failure of justice, which has only encouraged further violations.
As the anniversary of the Hiran massacre approaches, the call for accountability grows louder. The Equality Organization’s commitment to justice highlights the urgent need for action to prevent future atrocities and ensure that those responsible face the consequences of their actions.
