Minister of Planning and International Cooperation, Mohammed Al-Faqmi, signed a cooperation framework today in the temporary capital, Aden, with Laurent Bukera, the Acting Resident Coordinator and Humanitarian Coordinator of the United Nations in Yemen. This framework outlines the partnership between Yemen and the UN for sustainable development from 2027 to 2029.
The framework includes the Yemeni government’s priorities in various areas. These areas encompass comprehensive and sustainable social services, social protection, inclusive economic recovery, sustainable food systems and livelihoods, sustainable natural resource management, and enhancing resilience to climate change. Additionally, it emphasizes effective governance and inclusive, accountable institutions.
Following the signing, Minister Al-Faqmi stated that the cooperation framework serves as an important reference for coordinating and organizing the partnership between the government and the UN in the coming years. He highlighted that it translates national priorities into actionable programs and projects. Al-Faqmi noted that the upcoming phase requires integrated efforts and unified support pathways to ensure a tangible and sustainable impact on citizens’ lives.
Al-Faqmi praised the UN and its partners for their efforts in preparing the framework. He stressed the importance of enhancing joint coordination and directing support towards programs and projects that improve essential services, support economic recovery, and achieve sustainable development.
Laurent Bukera explained that the framework documents rely on the priorities and national plans of the Yemeni government. He pointed out that they were prepared through a consultative process with the Ministry of Planning and International Cooperation and technical advisors from relevant ministries and government entities during technical consultations held in July and August 2026.
The UN official confirmed the commitment of UN agencies operating in Yemen to implement the cooperation framework. This implementation aims to address development issues in Yemen and support the humanitarian needs of the Yemeni people. Bukera expressed his hope for strengthened cooperation and partnership with the Yemeni government.
