The High Commission for Tenders and Bids convened its regular meeting today, led by the Commission’s Chairman, Jamal Al-Aqil. The agenda included several important topics and files for discussion.
During the meeting, members, including Dr. Ibtihaaj Al-Kamal and Judge Nasser Mathna, along with member Abdul Salam Baaboud participating via video conference, reviewed a report concerning the projects referred to the Commission. They assessed the completeness of the files in terms of required documents and data. The review revealed that several files lacked essential legal and technical documents, preventing the Commission from completing their study and making decisions according to established legal procedures.
Chairman Jamal Al-Aqil stressed the importance of relevant authorities fulfilling their responsibilities in reviewing and auditing project files before referring them to the High Commission. He highlighted the need to ensure that all documents and legal requirements are met, which would facilitate the Commission’s ability to study the files comprehensively and make appropriate decisions.
Dr. Ibtihaaj Al-Kamal, a member of the Commission, emphasized the necessity of adhering to the requirements and procedures for project referrals. She pointed out that completing the necessary documents and data is crucial for the integrity of the review and evaluation processes, helping to expedite file processing without delays.
Judge Nasser Mathna explained the significance of pre-auditing files from both legal and technical perspectives. He underscored the need to ensure compliance with the stipulations outlined in the Tenders and Bids Law and its executive regulations, which enhances procedural integrity and protects public funds.
Member Abdul Salam Baaboud, participating via video conference, reiterated the importance of submitting files to the Commission only after fulfilling all requirements. This practice would contribute to improving work efficiency and accelerating project study and decision-making processes in accordance with established legal standards.
In conclusion, the Commission reaffirmed the necessity for government entities to complete all required documents before referring projects to the High Commission. This commitment will enhance transparency and institutional discipline, contributing to improved efficiency in the tendering and bidding processes and ensuring timely completion.
