President Alimi Announces Military Operations to Restore State Authority
On Sunday, President Dr. Rashad Mohammed Alimi, head of the Presidential Leadership Council and Supreme Commander of the Armed Forces, announced the commencement of military operations aimed at reclaiming the remaining territories of the Republic of Yemen. He emphasized the transition from a phase of preparation to a phase of liberation after exhausting all opportunities for de-escalation.
In a statement to the Yemeni people, President Alimi said, “Based on our constitutional responsibility to protect the sovereignty of the Republic and its citizens, and following the decisions of the National Defense Council, I announce today the start of military operations to restore the remaining territories of the Republic and establish the authority of the state and its institutions across the entire national territory.”
Directives to Armed Forces
The President directed the armed forces, security forces, and all military formations to begin executing their assigned tasks according to approved plans, with the goal of liberating the country from the grip of the Houthi terrorist militia.
He affirmed that the decision to initiate operations came after the state had granted peace all the time and opportunities it deserved. In contrast, the militias responded to de-escalation efforts with increased mobilization and escalation, expanding their attacks and threats against civilians, national facilities, neighboring countries, and international shipping routes.
National Responsibility
President Alimi stated that the state’s position today is to bear its national responsibility in confronting the Houthi militias after exhausting all opportunities for de-escalation. He highlighted the ongoing presence of weapons outside the authority of the state, posing a threat to the security of citizens, the sovereignty of the country, and the region.
He stressed that this battle is not against the citizens of Sana’a, Saada, Hodeidah, Amran, Dhamar, Ibb, or any other province. Instead, he described it as “the state’s battle for its citizens, to restore its institutions, correct past mistakes, and not to usurp the will or political future of its people by force.”
Message to Citizens Under Militia Control
Addressing citizens in areas under militia control, he said, “You are not the target of these operations; your security, rights, and dignity are among the most important reasons for them.” He urged them to stay away from military sites and militia supply routes and to protect their children from being dragged into battles.
At the same time, he reiterated the state’s commitment to safe return and announced amnesty, assuring that the door remains open for anyone who lays down their arms, stops fighting alongside the militias, and returns to their families and homeland according to the announced procedures.
Commitment to Civilian Protection
President Alimi instructed the armed forces, security forces, and all military formations and popular resistance to strictly adhere to the law and protect civilians, their dignity, and property. He emphasized that the mission is “not just to reclaim land but to restore the state to it.”
He addressed the armed forces, stating, “No revenge, no retaliation, no attacks on the innocent, and no harm to citizens’ property. Every Yemeni home is a trust, every citizen is a responsibility, and every city you reclaim must feel from the first moment that it has returned to the state, free from oppression, tyranny, and racism.”
Concurrent Government Program
In parallel with the military operations, President Alimi announced directives for the government to prepare a concurrent work program. This program will ensure that state institutions begin to fulfill their responsibilities in every city, district, and province as they are reclaimed.
He explained that priorities will include, with support from brothers and friends, the resumption of salaries for state employees and addressing their overdue entitlements retroactively. Additionally, an urgent recovery and reconstruction program will launch, focusing on repairing roads, electricity, water, and damaged facilities, as well as creating conditions for the return of displaced persons and resuming economic activity.
Measuring Success Beyond Territory
President Alimi affirmed that reclaiming land will not mark the end of the mission. He stated that the success of the battle will not be measured by the number of cities reclaimed but by the number of citizens who regain security, families that return to their homes, and measures that prevent a return to past practices of killing, oppression, and usurpation of the people’s will.
He reiterated the Presidential Leadership Council’s full commitment to the outcomes of the Southern-Southern dialogue, sponsored by the brothers in the Kingdom of Saudi Arabia, ensuring a fair and comprehensive solution to the Southern issue. He acknowledged the significant sacrifices made by the southern provinces and their people during the years of war.
Gratitude to Saudi Arabia
President Alimi expressed his appreciation and gratitude to the Kingdom of Saudi Arabia, commending its support for Yemen during the most challenging circumstances. He highlighted its role in sustaining state institutions and alleviating the suffering of the people, as well as hosting millions of Yemenis from various parts of the country.
He stated, “The Yemeni people will remember these positions in their national memory forever, just as they have remembered throughout history those who stood by them in times of hardship.” He affirmed that the Kingdom will remain a genuine partner in the fate, security, stability, and peace of Yemen and the region.
Call for International Support
President Alimi called on all brothers, friends, and partners in the international community to stand by Yemen and its armed forces and national institutions to eliminate the threat. He urged support for humanitarian, economic, and relief efforts, as well as recovery and reconstruction programs in areas returning to state authority.
He emphasized that the state, with sincere support from the Coalition to Support Legitimacy, is fulfilling its responsibility to protect its people, restore its institutions, and safeguard maritime routes. He stressed that the positions of brotherly and friendly nations at such turning points shape not only the present but remain long in the memory of nations.

In his concluding remarks, President Alimi stated, “The Yemeni people have long awaited this decisive day, which marks the beginning of a pivotal phase in which the state reclaims its land and institutions, the citizen regains their rights, and weapons return to their rightful place under the rule of law.”
He announced that all military, security, and civil state institutions will be on full alert from this moment until the mission is accomplished and victory is achieved with God’s help, the bravery of the armed forces, the unity of the Yemeni people, and the support of brothers and friends.
