The Cabinet has approved a comprehensive regulation governing the participation of official delegations in international events and travel. This decision follows a proposal from the Ministry of Foreign Affairs and aligns with the government’s commitment to enhance institutional discipline, streamline public spending, and improve the effectiveness of the country’s international presence.
The newly established regulation aims to create a structured approach for participating in conferences, forums, and regional and international events. It seeks to align these activities with the government’s priorities and the exceptional circumstances currently facing the nation. The regulation ensures that the country achieves maximum political, economic, and technical benefits while avoiding duplication and randomness in international representation.
The regulation consists of eight main articles that cover essential aspects such as definitions, scope of application, handling external invitations, delegation formation, representation levels, travel arrangements, duties of delegations and their members, as well as reporting and monitoring procedures. Additionally, it includes general provisions governing these activities.
The regulation outlines clear mechanisms for approving international participation. It links participation to action plans and explanatory memoranda that define the objectives, justifications, and expected outcomes. Participating entities must submit detailed evaluation reports that include the results of their participation and its impact on institutional performance, as well as potential support and partnership opportunities for the state.
This regulation applies to all ministries, institutions, agencies, and government bodies, including joint delegations. It also specifies cases that may be exempted as outlined in the regulation.
A source within the Cabinet confirmed to the Yemeni News Agency (Saba) that this regulation is part of a broader package of government reforms aimed at strengthening governance, transparency, and accountability. It seeks to reorder priorities in managing public resources and ensure that international participation serves national issues, particularly the restoration of state institutions, alleviating humanitarian suffering, and mobilizing economic and developmental support. This approach reflects a responsible state capable of managing its resources and opportunities efficiently.
The Prime Minister and Minister of Foreign Affairs, Dr. Sha’if Mohsen Al-Zandani, emphasized that the country’s international presence should be active, impactful, and aligned with a unified national vision. This strategy aims to serve the country’s higher interests and enhance its diplomatic and political presence at both regional and international levels. The regulation also highlights the importance of involving the Ministry of Foreign Affairs and Yemeni diplomatic missions in coordinating and managing international participation.
The current phase demands prudent management of all available resources and opportunities. The criteria for participating in any external event will remain linked to the added value it brings to the state and the practical outcomes that directly affect citizens’ interests and government priorities.
This new regulation marks a significant step towards improving the effectiveness of Yemen’s international engagements and ensuring that they align with national goals.
