President Alimi Announces Military Operations to Restore State Authority
On Sunday, President Dr. Rashad Mohammed Alimi, the Chairman of the Presidential Leadership Council and Supreme Commander of the Armed Forces, announced the commencement of military operations aimed at reclaiming the remaining territories of the Republic and re-establishing state authority across the nation. He emphasized the transition from a phase of preparation to a phase of liberation after exhausting all opportunities for de-escalation.
Declaration of Military Action
In a statement to the Yemeni people, President Alimi said, “In light of our constitutional responsibility to protect the sovereignty of the Republic and its citizens, and based on the decisions of the National Defense Council, I announce today the start of military operations to recover the remaining territories of the Republic and to assert the authority of the state and its institutions over the entire national territory.”
He directed the armed forces, security forces, and all military formations to begin executing their assigned tasks according to the approved plans until the country is liberated from the grip of the Houthi terrorist militia.
Justification for Military Operations
President Alimi stated that the decision to initiate military operations followed the state granting peace all the time and opportunities it deserved. In contrast, the militias responded to de-escalation efforts with increased mobilization and escalation, expanding their attacks and threats against civilians, national facilities, neighboring countries, and international shipping routes.
He asserted that the state’s position today is to bear its national responsibility in confronting the Houthi militias after exhausting all opportunities for de-escalation, the continued presence of weapons outside state authority, and the threats to citizens’ security and the sovereignty of the country and the region.
Clarification of the Nature of the Conflict
President Alimi stressed that this battle is not against the citizens of Sana’a, Saada, Al Hudaydah, Amran, Dhamar, Ibb, or any other governorate, nor is it a war against a sect or tribe. Instead, he described it as “the battle of the state for its citizens, to restore its institutions, correct past mistakes, and not to usurp the will of its people or their political future by force.”
He addressed citizens in areas under militia control, stating, “You are not the target of these operations; your security, rights, and dignity are among the most important reasons for them.” He urged them to stay away from military sites and militia supply routes and to protect their children from being dragged into battles.
Commitment to Safe Return and Amnesty
At the same time, he reiterated the state’s commitment to safe return and the announced amnesty, confirming that the door will remain open for anyone who lays down their arms, stops fighting alongside the militias, and returns to their families and homeland according to the announced procedures.
President Alimi instructed the armed forces, security forces, and all military formations and popular resistance to strictly adhere to the law and protect civilians, their honor, and property. He emphasized that the mission “is not just to reclaim land, but to restore the state to it.”
Call for Discipline and Protection of Civilians
He addressed the armed forces, stating, “No revenge, no retaliation, no aggression against the innocent, and no infringement on citizens’ property. Every Yemeni home is a trust, every citizen is a responsibility, and every city you reclaim must feel from the first moment that it has returned to the state, free from oppression, tyranny, and racism.”
Concurrent Government Action
Alongside military operations, President Alimi announced that he directed the government to prepare a concurrent work program that ensures state institutions begin to fulfill their responsibilities in every city, district, and governorate as they are reclaimed.
He explained that priorities will include, with support from brothers and friends, the resumption of salaries for state employees and addressing their overdue entitlements retroactively, launching an urgent recovery and reconstruction program, repairing roads, electricity, water, and damaged facilities, and creating conditions for the return of displaced persons and the resumption of economic activity.
Measuring Success Beyond Territory
President Alimi affirmed that reclaiming land will not mark the end of the mission. He stated that the success of the battle will not be measured by the number of cities reclaimed, but by the number of citizens who regain security, families who return to their homes, and measures that prevent a return to practices of killing, oppression, and usurpation of the people’s will.
He also reiterated the full commitment to the outcomes of the Southern-Southern dialogue, sponsored by the brothers in the Kingdom of Saudi Arabia, ensuring a just and comprehensive solution to the Southern issue. He expressed gratitude for the significant sacrifices made by the Southern governorates and their people during the years of war.
Acknowledgment of Saudi Support
President Alimi extended a message of appreciation and gratitude to the Kingdom of Saudi Arabia, praising its positions alongside Yemen during the most challenging circumstances and its role in supporting state institutions and alleviating the suffering of the people, as well as hosting millions of Yemenis from various parts of the country.
He stated, “The Yemeni people will remember these positions in their national memory forever, just as they have remembered throughout their history everyone who stood by them in times of hardship.” He affirmed that the Kingdom will remain a genuine partner in destiny, security, stability, and peace in Yemen and the region.
Call for International Support
President Alimi called on all brothers, friends, and partners in the international community to stand by Yemen and its armed forces and national institutions to end the threat and support humanitarian, economic, and relief efforts, as well as recovery and reconstruction programs in areas returning to state authority.
He emphasized that the state, with sincere support from the Coalition to Support Legitimacy, is fulfilling its responsibility to protect its people, restore its institutions, and safeguard maritime routes. He stressed that the positions of brotherly and friendly nations at such turning points do not only shape the present but remain long in the memory of peoples.
He added, “The enmities are known, but what peoples do not forget is who stood by them when they needed it and who chose silence when their position was necessary.”
Anticipation of a New Era
President Alimi stated that Yemenis have long awaited this decisive day, marking the beginning of a pivotal phase “in which the state regains its land and institutions, the citizen regains his rights, and weapons return to their natural place under the authority of law.”
He announced that all military, security, and civil state institutions will, from this moment, be in a state of full alert until the mission is accomplished and victory is achieved, with God’s help, the bravery of the armed forces, the solidarity of the Yemeni people, and the support of brothers and friends.
