The Republic of Yemen is actively participating in the 145th and 146th sessions of the World Customs Organization (WCO) Council. These important meetings take place in Brussels, Belgium, from June 26 to June 28, 2025. The Yemeni delegation is led by Abdulhakim Radman Al-Qabati, the head of the Customs Authority.
The discussions during these sessions involve representatives from 186 countries and center on several strategic themes aimed at modernizing international customs operations. Key topics include enhancing digital transformation and implementing artificial intelligence applications in customs procedures.
The meetings will address the integration of customs and tax systems in evaluating goods affected by transfer pricing. Additionally, participants will emphasize the importance of reforming regional financial systems, building national capacities, and updating customs valuation and classification rules. The agenda also includes proposed reforms to the voting system within the organization. The sessions will conclude with elections for the council’s presidency, vice-presidencies, and the leadership of various policy, finance, and audit committees.
Abdulhakim Radman Al-Qabati highlighted that Yemen’s participation reflects the government’s commitment to enhancing the customs system and developing the country’s self-resources. He noted the importance of leveraging support and development programs offered by the WCO to member states. Furthermore, he emphasized that these meetings provide a crucial platform for discussing advanced technical issues, including the modernization of the electronic voting system and the establishment of action plans for the 2025–2028 period.
On the sidelines of the main sessions, Al-Qabati held bilateral meetings with several counterparts from friendly and neighboring countries. These discussions focused on various mutual interests and explored ways to strengthen technical cooperation and regional coordination.
