Yemen’s official statement highlighted the necessity for international cooperation to tackle escalating challenges, particularly the threats posed by Houthi militants in the Red Sea and the Bab el-Mandeb Strait.

Active Participation in International Forums

During an open discussion session focused on “Maritime Security: Prevention, Innovation, and International Cooperation,” Yemen’s Permanent Representative to the UN, Ambassador Abdullah Al-Saadi, delivered a speech on behalf of the Yemeni government. He emphasized Yemen’s proactive involvement in international forums aimed at enhancing maritime security. Notably, Yemen contributed to the drafting of the Djibouti Code of Conduct in 2009 and the subsequent Jeddah amendments, which expanded its scope to include combating smuggling, human trafficking, and illegal fishing.

Houthi Attacks on Commercial Vessels

The statement detailed the severe consequences of Houthi attacks on commercial vessels in the Red Sea and Bab el-Mandeb Strait. These assaults, executed using missiles, drones, and explosive-laden boats, have resulted in significant human and material losses while also damaging the marine environment. Specific incidents involving the tankers “Rubymar,” “MAGIC SEAS,” and “ETERNITY C” were cited as examples of these aggressive actions.

Call for International Response Mechanisms

Yemen urged the establishment of effective international mechanisms for rapid response to such incidents. The country also called for support for the General Authority for Maritime Affairs in Yemen to combat marine pollution and respond to distress calls. The statement reiterated that Houthi threats are not new; they represent a long-standing approach supported by the Iranian regime, posing a structural risk to regional and international security.

Yemen stressed the importance of member states adhering to Security Council resolutions regarding arms embargoes. The Republic of Yemen renewed its appeal to international organizations and friendly nations to bolster the capabilities of the Yemeni Coast Guard. Yemen expressed appreciation for the United Kingdom’s efforts in this area and looked forward to launching a maritime security partnership in Riyadh this September, co-hosted by Saudi Arabia and the UK.
