The Yemeni government has called on the United Nations Security Council to condemn the recent missile attacks carried out by the Houthi militia against a camp for internally displaced persons and facilities belonging to the Coast Guard in the temporary capital, Aden. The government demands concrete actions to halt the ongoing Houthi assaults and ensure accountability for violations against civilians and civilian objects.
In a letter addressed to the President of the Security Council, Yemen’s Permanent Representative to the United Nations, Ambassador Abdullah Al-Saadi, highlighted the missile strikes executed by Houthi militias on October 24 and 26, 2026. These attacks pose serious threats to the lives of civilians and internally displaced persons, as well as to the safety of state institutions and vital civilian infrastructure.
The letter specified that on October 26, the Houthi militia targeted a camp for displaced persons in the Ras Imran area, west of Aden, with three ballistic missiles. This act constitutes a grave violation of international humanitarian law, which prohibits deliberate attacks against civilians and civilian objects, and guarantees protection for internally displaced persons and the civilian sites that shelter them.
The letter raised serious concerns regarding violations of international human rights law, particularly the right to life. It noted that this attack followed a previous assault on October 24, when Houthi militias targeted two facilities belonging to the Yemeni Coast Guard in Aden with three ballistic missiles. Two of these missiles struck the Coast Guard command center located within the Ministry of Interior building, while the third hit a Coast Guard facility in the Tawahi district.
The Yemeni government emphasized that the continuation of these attacks reflects the dangerous military escalation by the Houthis and the ongoing threats they pose to civilian lives, state institutions, essential service facilities, and the overall security and stability of Yemen.
The government reiterated its strong condemnation of these terrorist attacks, urging the Security Council to clearly and explicitly denounce them. It called for accountability for the Houthi militia regarding these violations and for practical measures to counter their ongoing military escalation and prevent the recurrence of such attacks.
The Yemeni government stressed the necessity of ensuring the full and effective implementation of relevant Security Council resolutions, particularly Resolutions 2140 (2014) and 2216 (2015). It highlighted the importance of effectively enforcing the arms embargo imposed on individuals and entities covered by related measures. Additionally, it called for enhanced international cooperation with the Yemeni government to prevent the illegal supply, sale, or transfer of ballistic missiles, weapons, and their components, as well as related military assistance to the Houthi militia.
The Yemeni government urged the Security Council to exert maximum pressure on the Houthi militia to cease their military escalation and terrorist attacks against civilians, displaced persons, civilian objects, state institutions, and essential service facilities in Yemen. It also called for accountability for those responsible for violations of international humanitarian law.
The Yemeni government reaffirmed its commitment to protecting civilians and civilian objects, fulfilling its obligations under international humanitarian law and international human rights law.
