The Presidential Leadership Council has declared that engaging in communication with the Houthi terrorist militias, funding their activities, or providing any form of support constitutes crimes that warrant legal accountability. The Council emphasized that the state will respond firmly to anyone proven to be involved in actions that threaten the country’s security and sovereignty or undermine the capabilities of the armed forces and security, in accordance with the constitution and applicable laws.
In a statement released today, the Council directed security and military agencies, as well as relevant judicial authorities, to take urgent legal measures against those involved in these crimes. The Council also called for enhanced protection of the internal front, state institutions, and national defense secrets. It warned that penalties for certain crimes affecting state security could reach the death penalty. Furthermore, the Council affirmed that no official, military, or influential position provides immunity from legal accountability.
In the name of God, the Most Gracious, the Most Merciful,
The Presidential Leadership Council, after reviewing the constitution, the power transfer declaration issued on April 7, 2022, Law No. (62) of 1991 regarding the establishment of the National Defense Council, Law No. (12) of 1994 concerning crimes and penalties, Law No. (21) of 1998 regarding military crimes and penalties, Law No. (1) of 2010 on combating money laundering and terrorist financing (amended by Law No. (17) of 2013), and the National Defense Council Resolution No. (1) of 2022 classifying the Houthi insurgent militias as a terrorist organization, announces the following:
First, the Council confirms that communicating with the Houthi terrorist militia, assisting them, funding their criminal activities, facilitating their operations, or providing them with information or resources that enable them to attack the state, citizens, or armed forces and security constitutes actions that require full legal accountability according to the nature of the acts and the descriptions and crimes applicable under the constitution and law.
Second, the Council urges all citizens and members of state institutions to cooperate with the relevant authorities and report immediately, through official channels, any incidents or information related to these crimes. The Council directs the relevant authorities to facilitate the receipt of reports and take necessary measures to protect informants and witnesses and ensure the confidentiality of their information, in accordance with the law.
Third, the Council instructs security and military agencies and judicial officers, each within their jurisdiction, to act promptly regarding incidents that have credible evidence. They should collect and preserve evidence and take legally prescribed actions under the supervision of the competent prosecution. The Council calls on the Public Prosecution and the Military Prosecution, each according to their legal jurisdiction, to initiate and complete investigations without unjustified delays and refer those with sufficient evidence to the competent judiciary.
Fourth, the Council stresses that national legislation imposes strict penalties for crimes that threaten state security and independence, weaken its armed forces, disclose defense secrets, assist the enemy, or communicate with a hostile state supporting a terrorist militia, which could include the death penalty. The state will respond firmly, within the framework of the constitution and law, against anyone proven to have contributed to criminal acts targeting the security and independence of the country and undermining defense and aiding the enemy.
Fifth, the Council warns anyone who exploits their official, military, or security position, or their influence or resources, to serve the Houthi terrorist militia or enable them to commit crimes and harm national defense. The Council affirms that position, title, or influence does not exempt one from accountability, and legal actions will be taken against anyone for whom sufficient grounds exist.
Sixth, the Council commends the efforts of the armed forces and security agencies in protecting citizens and establishing security and stability in the liberated provinces. It reiterates its confidence in their members and the sacrifices they make in defense of the republic. The Council directs an increase in vigilance and coordination, enhances the protection of vital facilities, information, and defense secrets, counters attempts at infiltration, and provides what is necessary to enable the relevant authorities to perform their duties according to the law.
Seventh, the Council confirms that the state will firmly confront any criminal act targeting the republic, the sovereignty of the country, or the security of citizens. It will continue to pursue perpetrators and enforce judicial rulings issued against them according to the law. The sacrifices of the martyrs, the wounded, and those stationed will remain a trust for everyone and a motivation to continue the battle to restore state institutions and achieve security, stability, and peace.
May mercy and eternity be upon our righteous martyrs.
Wishing a speedy recovery to our heroic wounded.
Victory for the republic, and security and stability for Yemen.
And God is the grantor of success.
Issued by the Presidential Leadership Council.
