The New York Times reports that the United States intends to construct housing complexes for Palestinians in the Israeli-controlled area east of Gaza. These complexes, described as “alternative safe communities,” face numerous risks and complexities.
The proposed complexes will consist of temporary buildings designed to accommodate between 20,000 and 25,000 individuals. Additionally, the plans include clinics and schools. Construction is set to begin at the first site in Rafah, contingent upon the removal of debris.
American official Ariyeh Lightstone emphasized that reconstruction efforts should follow the removal of Hamas from power. U.S. officials hope these complexes will provide Palestinians with opportunities for safety, employment, and the rebuilding of their lives.
However, some Israeli officials insist that relocation to these complexes must be a one-way process, raising European concerns about potential restrictions on movement. This stance has sparked debates about the implications for Palestinian mobility.
The United Nations has reported that the ongoing Israeli conflict has devastated Gaza’s economy, threatening the region’s very existence. The reconstruction effort is projected to cost over $70 billion and may take decades. The economy is expected to contract by 87% during 2023-2024, resulting in a per capita GDP of only $161, one of the lowest globally.
The UN Conference on Trade and Development (UNCTAD) has called for a comprehensive recovery plan. This plan should include coordinated international aid, easing trade and movement restrictions, and implementing a universal emergency basic income for Palestinians. UNCTAD highlighted that the extent of destruction has pushed Gaza from a state of developmental decline to one of complete devastation.
