Human Rights Ministry Condemns Houthi Terrorist Attack on Displaced Persons in Marib

The Ministry of Human Rights has strongly condemned the horrific terrorist act committed by Houthi militias on Monday evening. The attack targeted a gathering and shelter for displaced individuals in the Raghwan district, located in northern Marib Governorate. This assault involved a ballistic missile and resulted in the tragic deaths of two children, aged seven and five, while injuring 15 civilians, including eight children.

Violations of International Law

In a statement released today, the Ministry emphasized that targeting gatherings of displaced persons, children, and unarmed civilians constitutes a grave crime and a blatant violation of international humanitarian law and international human rights law. This attack reflects a deliberate disregard for civilian lives, particularly among the most vulnerable groups, including children and displaced individuals who have already suffered due to the ongoing conflict.

Escalating Military Aggression

The Ministry underscored that this incident is not an isolated event. Instead, it forms part of a dangerous and systematic military escalation by Houthi militias. This escalation has included attacks on cities, residential neighborhoods, civilian infrastructure, and military sites across several governorates. Consequently, these actions have led to civilian casualties and the displacement of thousands of families, all amid a lack of a decisive international response that aligns with the severity of these violations and their impact on civilian safety.

Accountability for Houthi Militias

The Ministry holds the Houthi militias fully responsible for this crime and the resulting humanitarian consequences stemming from their military escalation. This includes their repeated targeting of civilians, civilian infrastructure, and shelters for displaced persons.

Call for International Action

The Ministry urges the Special Envoy of the United Nations Secretary-General, the United Nations High Commissioner for Human Rights, and other relevant international bodies to take clear and consistent stances regarding the violations committed against civilians. It calls for thorough documentation, investigation, and accountability for these actions to ensure that perpetrators of crimes and violations do not escape justice.

The Path to Sustainable Peace

The Ministry asserts that any serious and sustainable efforts to achieve peace in Yemen cannot ignore these violations or obscure accountability. Instead, such efforts must focus on protecting civilians, respecting human rights, ending the causes of violence, and ensuring accountability for crimes and violations.
