Minister of Planning Discusses Development and Humanitarian Coordination with UN Official

Minister of Planning and International Cooperation, Muhammad Al-Faqmi, met today in the temporary capital of Aden with Laurent Bukera, the Acting Resident Coordinator and Humanitarian Coordinator for the United Nations in Yemen. They discussed avenues for cooperation, coordination, and strengthening the partnership between the government and the United Nations.

New Development Cooperation Framework

The meeting, which included Deputy Minister of Planning and International Cooperation, Dr. Nizar Bashihab, and Assistant Undersecretary of the Ministry, Mansour Zaid, reviewed the new development cooperation framework. They emphasized the importance of aligning this framework with the government’s priorities and the National Development Plan for 2027–2029. This alignment aims to unify efforts and avoid duplication of frameworks and programs while enhancing the government’s role in leading and coordinating development work.

Resource Mobilization and Humanitarian Assistance

The two sides also addressed resource mobilization and development financing, as well as mechanisms for monitoring, evaluation, and data exchange. They stressed the need for regular reporting to the ministry regarding activities, funding, and beneficiaries. This approach aims to enhance mutual accountability and the effectiveness of interventions. Additionally, they highlighted the importance of providing urgent humanitarian and relief assistance to displaced individuals from areas affected by confrontations in the governorates of Taiz, Al-Hudaydah, and Al-Bayda.

Strengthening Government Role in Humanitarian Response

The meeting explored ways to strengthen the government’s role in designing, implementing, and monitoring the humanitarian response plan while addressing funding gaps. They also discussed updates on unconditional cash transfer programs and the importance of resuming support for beneficiary families and addressing halted cases.

Transition of UN Offices to Aden

Participants emphasized the significance of relocating UN organizations and agencies to Aden. They called for a clear timeline to complete this transition, ensuring the facilitation of their work and enhancing coordination with government entities.

Continued Dialogue and Coordination

Both sides affirmed the importance of ongoing dialogue and joint coordination to improve the efficiency of aid and enhance its developmental and humanitarian impact in Yemen.
