Human Rights Minister Warns of Humanitarian and Security Consequences of Houthi Escalation

Human Rights Minister Mashdal Omar has warned about the worsening humanitarian and security implications stemming from the recent military escalation by Houthi terrorist militias. This escalation has led to numerous violations against civilians, an increase in displacement, and intensified child recruitment efforts.

Violations in Conflict Zones

During a meeting today at the United Nations headquarters in Geneva, Switzerland, Minister Mashdal presented to ambassadors and representatives of the Arab group the violations occurring in areas of escalation, including the western coast, Taiz, Aden, Lahij, Al-Dhale, Al-Bayda, Marib, and Al-Jawf. He highlighted the targeting of civilians and civilian infrastructure through ballistic missiles, drones, and artillery shelling, particularly in the city of Al-Mokha and its port.

Recent Attacks and Displacement

The minister pointed to a recent attack on September 21, where Houthi militias launched two ballistic missiles at a popular market in the Al-Mudharabah and Ras Al-Arah districts of Lahij Governorate. This attack resulted in casualties and property damage. The recent escalation has forced over 200,000 people to flee, placing significant pressure on areas under the control of the legitimate government, which is striving to meet their humanitarian needs and ensure their safety.

Impact on Health and Education Sectors

Minister Mashdal addressed the assaults on the health and education sectors, noting that more than 26 health facilities in Taiz, Al-Hudaydah, and Marib have suffered damage. He mentioned the attack on the Saudi field hospital in Al-Khawkhah and the looting and destruction of humanitarian facilities funded by the King Salman Humanitarian Aid and Relief Center in the western coast. Additionally, 243 schools have either closed or suspended classes, affecting over 137,000 students.

Continued Violations and Abductions

The minister also discussed ongoing crimes, including abductions, torture, enforced disappearances, and sham trials. He reported that citizens faced arrest for celebrating the anniversary of the September 26 Revolution. The government has documented the deaths of over 450 abductees due to torture in militia prisons, with more than 63 United Nations and humanitarian organization employees still detained, and several detainees have died under mysterious circumstances.

Child Recruitment Concerns

Minister Mashdal warned about the rising campaigns to recruit children, including their abduction from schools and residential areas to fight on the front lines. He noted that families continue to search for their missing children, while reports indicate that children have been transported to battlefronts. Families, especially those in need, face pressure to surrender their children for recruitment.

Strategic Threats and International Support

Nabil Abdul Hafeez, the Undersecretary of the Ministry of Human Rights, discussed the risks posed by the militias approaching strategic areas near the Dhobab district and Bab Al-Mandab, which threaten regional security and international navigation. He mentioned the influx of thousands of Iranian Revolutionary Guard elements supporting Houthi operations, including maritime operations and missile launches, as well as the use of African fighters within the militias.

Ministry’s Reporting Efforts

The Undersecretary also highlighted the ministry’s efforts in engaging with international mechanisms, having submitted over 13 official reports in response to inquiries from special rapporteurs. He emphasized the need for these reports to clearly reflect the scale and severity of the violations.

Arab Group’s Support for Yemen

In response, ambassadors and representatives of the Arab group reaffirmed their countries’ support for Yemen’s unity, sovereignty, and stability. They expressed their commitment to supporting the Yemeni government and its official institutions, as well as their dedication to continuing support for Yemen in diplomatic forums in Geneva and the Human Rights Council, thereby enhancing efforts to protect human rights.
