The United Nations Human Rights Council adopted a resolution today, by consensus and without a vote, to provide technical assistance and capacity-building for Yemen in the field of human rights (A/HRC/63/L.33) under agenda item ten.
The resolution was presented at the conclusion of the 63rd session of the Council held in Geneva, Switzerland. The Republic of Iraq, as the chair of the Arab Group, introduced the resolution with the support and participation of the Kingdom of Saudi Arabia, members of the core group, and a wide range of friendly nations that support the legitimate government and the people of Yemen.
In a statement delivered by Yemen’s Permanent Representative to the European headquarters of the United Nations in Geneva, Ambassador Dr. Ali Majour, the Yemeni government expressed its deep appreciation and gratitude to the Republic of Iraq for presenting the resolution as the chair of the Arab Group.
Ambassador Majour thanked the Kingdom of Saudi Arabia, members of the core group, and all countries that sponsored and supported the adoption of the resolution. He emphasized that the resolution embodies the original mandate of agenda item ten of the Human Rights Council, which is based on principles of constructive cooperation and the provision of technical assistance and capacity-building at the request and with the consent of the concerned state.
Ambassador Majour noted that the renewed support from the Human Rights Council for the institutions of the legitimate state, particularly the National Independent Commission to Investigate Allegations of Human Rights Violations, will enable it to continue its tasks of documentation and comprehensive field investigations throughout Yemen in accordance with international standards. This support aims to ensure accountability and justice for victims.
The ambassador reiterated Yemen’s firm commitment to continue constructive cooperation with the Office of the High Commissioner for Human Rights and to facilitate its humanitarian and human rights missions. He pointed out that the consensus adoption of the resolution sends a clear and unified message of international solidarity to the Yemeni people and reaffirms the international community’s commitment to supporting the government’s efforts in promoting and protecting human rights and the rule of law.
The resolution mandates the extension of technical and institutional support for Yemen. It tasks the Office of the United Nations High Commissioner for Human Rights with continuing to provide technical assistance and capacity-building for the National Commission for Investigation and law enforcement agencies, as well as relevant national institutions, to enable them to fulfill their constitutional and legal duties.
