On Thursday, Dr. Shaya Mohsen Al-Zandani, the Prime Minister and Minister of Foreign Affairs, chaired the inaugural meeting of the new Cabinet in Aden, following the government’s recent approval from political leadership and its oath of office.
At the start of the meeting, Prime Minister Al-Zandani delivered a speech emphasizing the significance of this gathering coinciding with the holy month of Ramadan. He highlighted the values of responsibility, reflection, and solidarity that Ramadan embodies. He extended his congratulations to the Yemeni people, expressing hope that this blessed occasion would bring security and stability to the nation, restoring state authority across all Yemeni territories.
The Prime Minister stated that the government, during its first meeting, would adhere to the directives of President Rashad Al-Alimi. He stressed the need for the government to create a different model in performance and outcomes, aiming to regain citizens’ trust in state institutions. He urged the Cabinet to translate these directives into clear, actionable plans with specific timelines and performance indicators.
Al-Zandani emphasized the importance of a constitutional relationship between the government and the Presidential Leadership Council, as well as other state authorities. This relationship ensures political unity and cohesive executive performance, which are vital for stabilizing state institutions and enhancing public trust. He noted that rebuilding state authority with new frameworks is a priority for the government, particularly in defeating the Iranian-backed Houthi militia, which poses an existential threat to Yemen and the region.
The Prime Minister praised the pivotal role of the Saudi-led coalition and the international community in supporting constitutional legitimacy and restoring state authority. He reiterated the government’s commitment to peace, emphasizing a sincere dedication to a political solution that ends the coup and restores state institutions. However, he also affirmed that the state retains all legitimate options to reclaim its institutions if the Houthi militia continues to resist fair solutions.
Dr. Al-Zandani discussed the formation of the government, which followed the successful assertion of state sovereignty in liberated areas after recent events in Hadhramaut and Al-Mahrah. He attributed this success to the unified stance of the Presidential Leadership Council, supported by the Saudi coalition.
He declared, “What has been achieved is not a fleeting security event or a victory for one party over another; it is a triumph for the Yemeni state and its institutions.”
The Prime Minister expressed deep appreciation for the unwavering support of Saudi Arabia, acknowledging its role as a partner in peace and stability. He affirmed that Saudi actions align with international law and the interests of Yemen and regional security.
Al-Zandani expressed confidence that the Saudi-sponsored Southern Dialogue would pave the way for resolving southern issues, emphasizing the importance of allowing southern voices to determine their future responsibly. He called for unity among southern factions, urging them to move beyond past grievances and focus on reconciliation.
The Prime Minister committed to prioritizing security and stability as foundational elements for development and social peace. He emphasized that achieving these goals requires collective efforts from both official and community sectors, alongside public support for national initiatives.
Dr. Al-Zandani announced plans for a government program to be implemented by the end of the year, focusing on specific priorities and performance indicators. This program will address service improvements, economic stability, and financial discipline.
He highlighted the government’s commitment to controlling inflation and ensuring timely salary payments for state employees, viewing this as a legal obligation. Additionally, he pledged to support the independence of the Central Bank in managing monetary policy and stabilizing the national currency.
The Prime Minister stressed the importance of strengthening relationships with local authorities to ensure they fulfill their responsibilities effectively. He directed local governments to enhance services and development projects that meet citizens’ needs.
Al-Zandani noted recent improvements in essential services, particularly electricity and water supply, as well as a relative strengthening of the national currency. He attributed these advancements to disciplined measures and generous support from Saudi Arabia.
The Prime Minister underscored the importance of empowering youth and women in governance. He announced plans to create clear pathways for young people to enter public service based on merit, while also ensuring women’s representation in decision-making roles.
Al-Zandani assured citizens that the government would maintain a strong presence on the ground, prioritizing their needs and working towards a better quality of life. He emphasized that no government member would operate from abroad, establishing strict guidelines for external engagements.
