Cabinet Meeting Addresses Economic and Service Challenges in Yemen

On Wednesday, the Yemeni Cabinet convened its regular meeting in the temporary capital of Aden, led by Prime Minister Salem Saleh bin Brek. The meeting focused on the current economic and service conditions, particularly issues related to electricity supply and fluctuations in the national currency. The Cabinet discussed necessary measures to overcome challenges in providing essential services to citizens and alleviating their hardships amid the ongoing crisis.

Review of Service Sector Performance

The Cabinet reviewed reports from various ministers regarding the performance indicators of service sectors that directly impact citizens’ lives. They examined emergency plans to address existing challenges, including severe electricity outages in Aden and several liberated provinces, coinciding with rising temperatures. The Cabinet expressed full understanding of citizens’ struggles and reaffirmed the government’s commitment to improving essential services, especially electricity, as quickly as possible.

Financial and Administrative Reforms

During the meeting, the Cabinet discussed several ideas and visions to continue financial and administrative reforms. They emphasized fulfilling the state’s obligations, particularly regarding employee salaries and service improvements. Additionally, they focused on enhancing revenue streams, diversifying sources, and ensuring that funds reach the general government account. The Cabinet also stressed the importance of controlling and rationalizing expenditures to focus on essential and necessary spending, aiming for financial and monetary stability.

Updates on Political and Security Situations

At the beginning of the meeting, Prime Minister bin Brek briefed Cabinet members on the latest developments across various political, economic, service, military, and security levels. He highlighted regional and international developments and their implications for the local situation. The Prime Minister underscored the critical nature of the current phase, stating that existing challenges require a different approach to overcome difficulties and resolve issues affecting citizens’ lives.

Ministerial Responsibilities and Resource Management

The Prime Minister urged all ministers to intensify their efforts and fulfill their responsibilities. He emphasized the need for coordination and integration among public service units, with the ultimate goal of serving citizens and alleviating their suffering. He also highlighted the importance of optimizing limited resources and managing the relationship between local authorities and the government to improve citizens’ living and economic conditions.

Addressing the Gas Crisis

The Cabinet reviewed a report from the Minister of Oil and Minerals regarding measures taken to address the domestic gas crisis in Aden and other provinces. They discussed efforts to stabilize the supply of this vital resource in markets and ensure adequate fuel for electricity generation. The Cabinet directed the Ministry of Oil and Minerals to implement measures to prevent recurring supply shortages of petroleum products and domestic gas, while also establishing a strategic reserve to meet emergency needs.

Health Sector Capacity Building Agreement

The Cabinet approved a framework agreement aimed at building the capacity to support and operate health facilities in Yemen. This agreement, signed between the Ministry of Public Health and Population and the Saudi Program for Development and Reconstruction of Yemen, seeks to enhance the capabilities of the health sector. The Cabinet tasked the Minister of Legal Affairs and Human Rights to coordinate with the Minister of Health to complete the necessary legal procedures for issuing a presidential decree for ratification.

Strengthening Judicial Cooperation with Qatar

The Cabinet also approved a memorandum of understanding for cooperation in judicial and legal fields, signed between the Ministry of Justice of Yemen and the Ministry of Justice of Qatar. The Cabinet directed the Ministers of Justice and Legal Affairs to follow up on the necessary legal procedures for ratifying the memorandum. This agreement aims to enhance and expand cooperation between Yemen and Qatar in judicial, legal, and training matters.

Public Debt Strategy Approval

The Cabinet approved a public debt strategy based on a memorandum submitted by the Ministry of Finance. They agreed to incorporate feedback from Cabinet members into the project. The Cabinet tasked the Ministries of Finance and Planning, along with the Central Bank of Yemen, to take necessary actions to implement the strategy. The primary goal of this strategy is to meet the government’s financing needs by mobilizing internal and external funding while maintaining a manageable level of debt risk.

Security and Military Updates

Ministers of Defense and Interior provided a comprehensive update on the security situation and military readiness across operational theaters. They discussed the coordination and integration of various military and security formations to enhance field positions in line with current circumstances. The Cabinet emphasized the need for military and security agencies to increase readiness and intensify efforts to combat terrorism, particularly in relation to the Houthi militia.

Commitment to National Defense

The Cabinet reaffirmed the government’s full support for the defense and security institutions in fulfilling their duties. They stressed the importance of maintaining combat readiness to defend the nation and complete the restoration of the state.

International Engagements of Ministers

Finally, the Cabinet reviewed reports from the Minister of Public Health regarding his participation in the 71st session of the World Health Organization for the Eastern Mediterranean Region. They also heard from the Minister of Transport about his involvement in the fourth ICAO session and the high-level aviation security week.
