In a pivotal meeting held today in Aden, Yemen’s Minister of Electricity and Energy, Engineer Adnan Al-Kaf, welcomed a French delegation headed by Ambassador Catherine Cornet-Camon. The primary focus of their discussions centered on enhancing support for Yemen’s electricity sector, alongside fostering technical and investment cooperation between the two nations.

Importance of Continued Coordination

During the meeting, both parties underscored the necessity for ongoing collaboration. They recognized the urgent need to implement comprehensive reforms aimed at improving electricity services and mitigating the hardships faced by citizens. Minister Al-Kaf pointed out that the electricity crisis represents a humanitarian priority that directly impacts the daily lives of Yemeni people.

Addressing Challenges and Promoting Investment

Minister Al-Kaf outlined the critical challenges confronting the electricity sector, particularly the fuel shortages affecting power generation stations in Aden. He emphasized the importance of identifying practical and sustainable solutions, such as the potential for transporting crude oil by sea to ensure a stable supply.

The minister also discussed the ministry’s ongoing institutional reforms, which include reorganizing the electricity sector to clarify the roles of generation, transmission, and distribution. He noted that a review of previous projects in collaboration with the World Bank is underway to ensure they align with sound technical foundations and meet clear standards.

In a bid to encourage private sector investment, the government is developing a financing model that includes guarantees to attract participation in energy projects. This approach aims to expedite the implementation of essential projects and enhance the overall efficiency of the energy sector.

Looking ahead, Minister Al-Kaf highlighted that the electricity crisis will be a key topic at the upcoming spring meetings in Washington, emphasizing the importance of engaging relevant authorities to accurately present the challenges faced by the sector.

Additionally, the minister discussed the significance of strengthening regional partnerships, particularly with the Kingdom of Saudi Arabia. He proposed the development of collaborative models that incorporate electricity interconnection projects and leverage available resources in the energy sector.

As part of strategic initiatives, Minister Al-Kaf revealed that the ministry is working on implementing new generation capacities of up to 200 megawatts, along with energy storage systems. The expansion of renewable energy projects, particularly in wind energy, is also expected to play a crucial role in stabilizing Yemen’s electricity grid.

In her response, Ambassador Cornet-Camon emphasized the necessity of adopting structural reforms within the electricity sector. She advocated for strengthening governance, developing a coherent master plan, and enhancing the legal framework to attract investments and ensure the sustainability of the sector.
