The document, signed by the militia-appointed regional director, Abdul Ghafour Al-Mahdi, lists the names of the dismissed employees. This action appears to be part of a systematic plan to replace qualified personnel with individuals lacking administrative or technical skills, relying solely on sectarian loyalty. Targeting Revenue-Generating Institutions

Reports indicate that these dismissals fit a recurring pattern by the militia to seize control of revenue-generating departments that provide regular salaries. Affected institutions include electricity, water, taxation, universities, and the education sector. The Houthi exclusion extends to all administrative structures, impacting even security guards and janitors.
