Yemen Emphasizes Maritime Security at UN Security Council

The Republic of Yemen recently addressed the United Nations Security Council, underscoring the critical role of maritime security in achieving regional stability and prosperity. Yemen’s official statement highlighted the necessity for international cooperation to tackle escalating challenges, particularly the threats posed by Houthi militants in the Red Sea and the Bab el-Mandeb Strait.

Active Participation in International Forums

During an open discussion session focused on “Maritime Security: Prevention, Innovation, and International Cooperation,” Yemen’s Permanent Representative to the UN, Ambassador Abdullah Al-Saadi, delivered a speech on behalf of the Yemeni government. He emphasized Yemen’s proactive involvement in international forums aimed at enhancing maritime security. Notably, Yemen contributed to the drafting of the Djibouti Code of Conduct in 2009 and the subsequent Jeddah amendments, which expanded its scope to include combating smuggling, human trafficking, and illegal fishing.

Houthi Attacks on Commercial Vessels

The statement detailed the severe consequences of Houthi attacks on commercial vessels in the Red Sea and Bab el-Mandeb Strait. These assaults, executed using missiles, drones, and explosive-laden boats, have resulted in significant human and material losses while also damaging the marine environment. Specific incidents involving the tankers “Rubymar,” “MAGIC SEAS,” and “ETERNITY C” were cited as examples of these aggressive actions.

Call for International Response Mechanisms

Yemen urged the establishment of effective international mechanisms for rapid response to such incidents. The country also called for support for the General Authority for Maritime Affairs in Yemen to combat marine pollution and respond to distress calls. The statement reiterated that Houthi threats are not new; they represent a long-standing approach supported by the Iranian regime, posing a structural risk to regional and international security.

Commitment to Security Council Resolutions

Yemen stressed the importance of member states adhering to Security Council resolutions regarding arms embargoes. The country called for enhanced international oversight to prevent the flow of weapons and military technology to Houthi militants. Additionally, Yemen advocated for support for the United Nations verification and inspection mechanism.

Strengthening Coast Guard Capabilities

The Republic of Yemen renewed its appeal to international organizations and friendly nations to bolster the capabilities of the Yemeni Coast Guard. Yemen expressed appreciation for the United Kingdom’s efforts in this area and looked forward to launching a maritime security partnership in Riyadh this September, co-hosted by Saudi Arabia and the UK.

A Comprehensive International Strategy

In conclusion, Yemen emphasized the need for a comprehensive international strategy that integrates national and international efforts. This approach aims to empower the Yemeni government to assert its authority and protect its territorial waters, transforming the Red Sea from a source of threat into a bridge for peace.

This call for collaboration reflects Yemen’s commitment to maritime security and its desire for a stable and prosperous future in the region.
