The Houthi militia has introduced new taxes and fees targeting livestock breeders and barn owners in several provinces under its control, including Raymah and Ibb. This initiative, framed as a measure to “regulate animal activities and protect the environment,” has sparked widespread discontent among rural communities.
Local sources report that branches of the Houthi-controlled General Authority for Environmental Protection have issued official notices. These notices require livestock breeders in the districts of Al-Salfiah in Raymah and Madhira and Al-Adain in Ibb to attend their offices to complete mandatory permit applications and pay associated fees. Authorities have threatened punitive actions against those who refuse to comply.
Activists have circulated an official document mandating livestock owners and barn operators to obtain prior permits in exchange for fees. Residents view this move as an extension of the Houthi’s taxation policies, which affect various economic activities without exception.
Livestock breeders have expressed concerns that these new fees will impose additional financial burdens on a sector already struggling with rising costs for feed and veterinary medicines. Moreover, breeders face declining purchasing power and reduced demand for animal products. They warn that if these measures continue, production costs will rise, leading to a decrease in food supply.
Economists argue that imposing additional burdens on agricultural and livestock activities will directly affect food security in a country where millions rely on limited rural production. With the Houthi authorities failing to support this vital sector, fears grow regarding worsening living conditions.
