The U.S. and China are nearing a historic dialogue on the risks associated with artificial intelligence.

U.S. and China Prepare for Historic AI Safety Dialogue

The United States and China are set to engage in their first official dialogue on the risks associated with artificial intelligence (AI) in mid-September. This significant meeting comes as global AI capabilities reach a critical turning point, according to sources cited by Reuters.

First Dialogue Since Trump’s Second Term

This upcoming discussion marks the first of its kind since President Donald Trump began his second term. U.S. Treasury Secretary Scott Pessen will lead the American delegation. However, a White House official indicated that no meeting is currently scheduled for mid-September, highlighting the sensitivity of the topic and conflicting signals regarding the arrangements.

The dialogue gains additional importance as President Trump and Chinese President Xi Jinping are scheduled to meet on September 24 during a summit in Washington.

Focus of Discussion: AI-Driven Cyber Attacks

One source confirmed that Washington aims to address mechanisms for monitoring cyber attacks potentially executed by AI agents. The U.S. has proposed that AI laboratories in both countries engage in self-monitoring and information sharing to prevent possible attacks.

This initiative follows a series of serious incidents, including:

  • A breach involving approximately 700 AI agents from Hugging Face, where attackers attempted to cover their tracks by falsifying records.
  • Another incident where AI agents compromised a German website, transforming it into a billboard for AI agents.

U.S. Concerns Over Advanced Chinese Models

Washington expresses concern over the potential emergence of a Chinese model comparable to Anthropic’s advanced AI, METHOS, which could execute sophisticated cyber attacks. In June, a U.S. official accused the Chinese company Moonshot AI of stealing outputs from Anthropic’s FABLE model to develop its K3 model. This alleged theft involved a process known as “distillation,” which trains a smaller model using outputs from a larger, more expensive one.

The Significance of This Moment

Experts believe that the dialogue between these two superpowers on AI comes at a crucial juncture. The outcomes of this conversation could shape the nature of cooperation or confrontation in the AI domain for decades to come.
