On Monday, Prime Minister Dr. Sha’if Mohsen Al-Zandani instructed ministers and officials from government institutions and local authorities to enhance readiness and execution. This directive comes in light of President Dr. Rashad Alimi’s announcement regarding the launch of the “Fajr Yemen” operation, aimed at restoring state institutions, liberating the capital Sana’a, and ending the Houthi militia’s insurgency.
Prime Minister Al-Zandani emphasized that the military advancements made by the armed forces, military formations, and popular resistance across various fronts necessitate a new responsibility for state institutions. He stated that the government must respond swiftly and systematically to this progress, transforming every military achievement into a tangible presence of the state, ensuring security, stability, and normalcy for citizens.
The Prime Minister stressed that the government will work alongside military operations to prepare state institutions for returning to areas reclaimed by government forces. He assured that there would be no administrative or service gaps. The government will implement necessary arrangements to restore civil, security, and service operations, protect public and private properties, secure citizens’ needs, and create favorable conditions for the return of displaced persons and the resumption of economic activities.
Al-Zandani directed ministries and government entities to develop urgent executive plans related to field developments. These plans should encompass essential services, including health, education, electricity, water, roads, communications, relief, and social protection. Additionally, he highlighted the need for financial and administrative arrangements to ensure the timely payment of state employees’ salaries and address overdue entitlements, along with recovery and reconstruction programs in liberated areas.
The Prime Minister also called on governors and local authorities to enhance their readiness and coordinate directly with military and security agencies and relevant ministries. They must prepare teams and plans for immediate action in areas returning to state control, ensuring the restoration of institutions, regular services, and civilian protection. This coordination aims to bolster community security and prevent any manifestations of chaos, revenge, or violations of citizens’ rights and properties.
The Prime Minister praised the historic stance of the Kingdom of Saudi Arabia, led by King Salman bin Abdulaziz, Crown Prince and Prime Minister Mohammed bin Salman, and Minister of Defense Khalid bin Salman. He affirmed that Saudi Arabia has consistently supported Yemen and its legitimate leadership, serving as a vital partner in safeguarding its security and stability, especially during challenging times. He expressed gratitude for the ongoing political, military, security, economic, and humanitarian support, noting that these positions will remain etched in Yemen’s national memory, reflecting the deep brotherhood and shared destiny between the two nations.
Al-Zandani stated that the government will approach this new phase as a comprehensive battle for state restoration, rather than merely a shift in front lines. He emphasized that the success of the armed forces in liberating territory must be followed by the effective management of that territory by state institutions. He insisted that every military advancement must correspond with the state’s presence, ensuring that liberated areas have their institutions, services, and security ready to operate. “We will not allow military progress to outpace administrative and service efforts,” he asserted.
The Prime Minister highlighted that the “Fajr Yemen” operation marks a new chapter, and the government will rise to the occasion by mobilizing its institutions and resources to support the armed forces, protect citizens, restore normal life, and reinforce the rule of law in every area returning to the Republic’s fold.
He commended the bravery of the armed forces and all military formations and popular resistance for their continuous field advancements. He assured that the government will continue to collaborate with political and military leadership, as well as allies and friends, to meet the requirements of this phase, ultimately aiming to liberate the capital Sana’a and establish state authority and institutions across the entire national territory.
Al-Zandani affirmed that “Fajr Yemen” will not only signify a military dawn but also the return of the state to every city and district, restoring citizens’ security, rights, and normal lives, and building the Yemen that its people deserve. He noted that restoring state authority involves more than just reclaiming land; it requires reinstating law, institutions, services, and rights in every area, allowing citizens to experience the difference between militia violence and state authority in their security, livelihoods, dignity, and their children’s future.
The Prime Minister stressed the importance of unifying governmental, media, and humanitarian efforts to counter misinformation and incitement. He urged the need to highlight the reality of the battle as one for restoring state authority, sovereignty, and citizens’ rights, rather than targeting communities or regions. He reaffirmed the government’s commitment to fully adhere to the law, protect civilians, and safeguard their dignity and properties.
