Minister of Transport Participates in ICAO Chicago Agreement Amendment Session

Today, Dr. Abdul Salam Hamid, the Minister of Transport, participated in a special session focused on amending the Chicago Convention. This session aimed to expand the Council of the International Civil Aviation Organization (ICAO) and took place during the Global Executive Forum for Sustainable Civil Aviation, hosted by the United Arab Emirates and organized by ICAO.

Importance of Amending the Chicago Convention

During his remarks, Minister Hamid emphasized the necessity of revising Articles 50 (a) and 56 of the Chicago Convention. He highlighted that these amendments are crucial for keeping pace with rapid developments and new challenges facing the civil aviation sector today. He described the meeting as vital for discussing significant issues regarding the future of international civil aviation. The proposed amendments to Articles 50 (a) and 56 serve as a cornerstone for regulating international civil aviation and establishing the rules and standards that ensure the safety and effectiveness of this essential sector.

Enhancing Representation in ICAO

Minister Hamid noted that Articles 50 (a) and 56 specifically contribute to defining the election procedures and composition of the ICAO Council. These elements are fundamental for ensuring fair and effective representation of member states in managing international civil aviation affairs.

Addressing New Challenges in Aviation

“The civil aviation sector is experiencing rapid developments and new challenges,” Minister Hamid stated. “This situation necessitates a review and update of certain aspects of the Chicago Convention to ensure it aligns with these changes.” He pointed out that past experiences have demonstrated the need to amend Articles 50 (a) and 56 to improve the election process for the ICAO Council, increase the representation of developing countries, and enable the organization to respond more effectively to emerging challenges.

Yemen’s Commitment to the Amendments

Given the significant importance of these amendments, Yemen has decided to approve and ratify them. Minister Hamid expressed pride in announcing that the country is in the process of completing the necessary diplomatic procedures. He urged all stakeholders to actively participate in this process and contribute valuable suggestions and opinions to achieve shared goals. He reaffirmed that amending Articles 50 (a) and 56 of the Chicago Convention represents a necessary step toward enhancing ICAO’s role in serving the international civil aviation community.

The discussions at this session underscore the commitment of member states to adapt and strengthen international aviation governance. As the sector evolves, these amendments will play a crucial role in ensuring that ICAO remains responsive to the needs of its member countries and the global aviation landscape.
