Presidential Leadership Council Unveils Plan for Normalization in Hadhramaut

On Tuesday, the Presidential Leadership Council announced a comprehensive plan aimed at normalizing the situation in Hadhramaut Governorate. This initiative responds to the legitimate demands of its residents and political communities while enhancing the region’s significant role in the national equation and its active participation in local and central decision-making.

Call for Unity and Stability

In its statement, the Presidential Leadership Council urged the people of Hadhramaut and its political and social components to avoid any internal tensions or disputes. The council emphasized the importance of maintaining security and stability in the region, encouraging residents to focus on development efforts. The goal is to alleviate the suffering of the population and reinforce Hadhramaut’s historical status as a model of peace and the rule of law.

Key Measures for Normalization

The council’s announcement followed two meetings held on November 22 and December 24, 2024, which addressed the exceptional circumstances in Hadhramaut. These discussions led to a series of actionable steps designed to restore order in the region. The measures include:

  • Utilizing revenues from crude oil sales stored at the Al-Dabba and Al-Masila facilities to establish two new power stations in the coastal and valley areas of Hadhramaut.
  • Supporting efforts to unify and mobilize the people of Hadhramaut, ensuring their equitable representation in state structures and upcoming political processes, reflecting the region’s rightful status.
  • Integrating Hadhramaut residents into the armed forces and security sectors in accordance with established laws and recruitment standards.
  • Constructing a general hospital in Al-Hidba (Ghayl Bin Yamin) funded by diesel revenues from PetroMasila, while investigating corruption allegations linked to the company.
  • Managing all local and central revenues to support the development and reconstruction of Hadhramaut, in collaboration with the government and international donor communities.

The implementation of these measures requires local authorities and all Hadhrami components to welcome the agreed-upon decisions and to cease any protest activities. This will pave the way for comprehensive reforms that restore Hadhramaut’s status as a driver of development, stability, and peace.

Acknowledging Support from Allies

The council also expressed gratitude for the generous developmental and humanitarian interventions in Hadhramaut by the Saudi-led Coalition, particularly the Kingdom of Saudi Arabia and the United Arab Emirates. Their steadfast commitment to supporting the Presidential Leadership Council and the government aims to alleviate the hardships faced by the Yemeni people and fulfill their aspirations for restoring state institutions, security, stability, peace, and development.

This strategic plan marks a significant step towards revitalizing Hadhramaut and fostering a secure and prosperous environment for its residents.
