The first forum for land authority leaders and branches in liberated provinces has officially commenced.

First Forum for Land Authority Leaders Kicks Off in Aden

The inaugural forum for leaders of the General Authority for Lands, Survey, and Urban Planning commenced today in Aden, the temporary capital of Yemen. This event, sponsored by Prime Minister Salem Saleh Bin Brek, aims to enhance collaboration and efficiency within the organization.

Objectives of the Forum

The two-day forum gathers key officials and staff from the General Authority’s headquarters and branch managers from liberated provinces. Participants will discuss various issues related to operational mechanisms and strategies for improving overall performance in provincial branches.

Vision for Institutional Development

Salem Thabit Al-Awlaki, the acting head of the authority, emphasized that the forum marks the beginning of a new phase for the organization. He stated, "We aspire to establish institutional values and enhance integration between the headquarters and branches. This approach will help us build a modern and effective administrative model, providing practical solutions based on partnership and understanding rather than unilateral central decisions."

Importance of Collaborative Success

Al-Awlaki highlighted the significance of teamwork, stating, "Success does not stem from individual decisions but from the integration of roles, clarity of objectives, and effective collective performance." He expressed optimism about the forum’s potential outcomes, which he believes will serve as a roadmap for future initiatives.

Directives for Provincial Branches

The acting head directed provincial branches to adhere to several guidelines in the coming period. Key directives include:

  • Protecting state lands from encroachments.
  • Complying with approved detailed plans and submitting copies of all issued contracts to the headquarters.
  • Prohibiting any modifications to plans without prior approval from the headquarters, along with legal justifications.

Investment Contract Management

Al-Awlaki also urged branches to follow all regulations governing investment contract issuance. Continuous monitoring of project implementation is essential, and investors must meet all infrastructure service requirements. Failure to comply may result in contract cancellation. Additionally, he called for the activation and updating of property records across all branches and ongoing monitoring of legal cases involving the authority.

Enhancing Revenue and Services

The forum aims to boost branch revenues by ensuring the collection of all resources related to various contracts. Al-Awlaki stressed the importance of activating dispute resolution committees to address citizens’ issues and improve service delivery. He also emphasized full compliance with recommendations from oversight bodies, such as the Central Organization for Control and Accountability and the National Anti-Corruption Commission, to uphold principles of integrity and transparency.

Feedback from Provincial Directors

Directors of provincial branches acknowledged the forum’s role in strengthening communication and integration between branch operations and the authority’s headquarters. They praised Al-Awlaki’s efforts in organizing the forum, which aims to enhance administrative and institutional work. They also discussed the progress of branch operations in technical, legal, and financial aspects, along with the challenges they face.

This forum represents a significant step toward improving the effectiveness of Yemen’s land management and urban planning efforts, fostering a collaborative environment for future growth and development.
