EU and UNDP Sign Agreement to Support Local Governance in Yemen

The European Union (EU) delegation in Yemen has signed an agreement with the United Nations Development Programme (UNDP) worth 9 million euros (10.4 million US dollars) to enhance local governance and promote development and recovery in Yemen.

Project Overview

The EU stated in a press release that the “Supporting Local Solutions for Action and Recovery” (MASAR) project has laid important foundations for local development in Yemen over the past years. It has strengthened the capacities of local authorities to plan essential services, set priorities, and support 177 local public service projects. The project has reached over 7 million people and established a region-based development approach, bringing together local authorities, communities, and stakeholders around common priorities and solutions.

Project Scope and Collaboration

The MASAR project will cover seven governorates and more than 25 districts. It will work closely with provincial offices, the Ministry of Local Administration, and the Ministry of Planning and International Cooperation. The initiative aims to support local institutions in planning and managing their resources more effectively.

Statements from Officials

European Union Ambassador to Yemen, Patrick Simonnet, expressed pride in building on the strong partnership and results achieved through the “SIERY” project. He added, “The MASAR project represents the next step in supporting local development in Yemen, focusing on institutions, partnerships, and financing mechanisms capable of transforming local priorities into tangible investments. Local authorities are at the heart of development and recovery in Yemen.”

Noura Hamlaji, the UNDP Resident Representative in Yemen, emphasized the support for local authorities on the front lines of service delivery in Yemen, which have shown true resilience. She noted that as needs increase, local leadership-based planning and coordination become more important than ever.
