Syria Signs Investment Contracts Worth $1.5 Billion to Develop Cement Industry

The General Company for Cement and Building Materials in Syria, known as “Omaran,” announced that the total value of signed investment contracts to develop the cement industry reached approximately $1.5 billion. This initiative aims to rehabilitate inactive factories and increase the production capacity of the sector.

Focus on Reviving Inactive Factories

Mouhamad Fadila, the company’s director, explained that the investment plans concentrate on restarting inactive cement factories by partnering with Arab and foreign companies. This strategy will enhance production, introduce modern technologies, and train national personnel. Additionally, it aims to provide cement that meets standard specifications at competitive prices.

Rehabilitation Projects Underway

Fadila noted that the company has begun implementing rehabilitation projects at several factories, including the Adra Cement Factory in the Damascus countryside. These investment partnerships target updating production lines, restarting equipment, and improving operational efficiency.

Increased Production Capacity

Fadila confirmed that the new investments have raised the company’s production from approximately 2.5 million tons in 2025 to around 3.7 million tons currently. This increase results from rehabilitating several factories and offering others for investment.

Investment Contracts Ensure Asset Protection

The investment contracts include stipulations to protect the factories’ assets and ensure their return to the Syrian state after the investment periods conclude. Investors are also required to train national personnel and transfer modern expertise and technology to the sector.

Commitment to Local Market Needs

Fadila emphasized that “Omaran” continues to monitor local market needs and works to enhance production. The company aims to provide cement that supports construction and reconstruction projects in the upcoming phase.
