### Saudi Arabia Leads Global Sovereign Sukuk Issuance with $34 Billion in 2025

Saudi Arabia’s sovereign sukuk issuances reached approximately $34 billion in 2025, maintaining the kingdom’s position as the world’s largest issuer of sovereign sukuk since 2017, according to a recent report by Fitch Ratings.

### Strong Position in International Markets

The report highlights that sukuk have retained their significance as a primary financing tool in emerging markets during the first half of 2026. These financial instruments accounted for 9.3% of total dollar-denominated debt issuances in these markets, excluding China. Alongside Malaysia, Indonesia, and Turkey, Saudi Arabia continues to lead the global sukuk market.

### Diversifying Funding Sources and Expanding Investor Base

The Saudi sukuk market primarily focuses on issuances denominated in riyals, while also maintaining a strong presence in the international sukuk market with foreign currencies. This strategy enhances the investor base and supports the diversification of government funding sources.

Moreover, Fitch-rated sukuk denominated in hard currencies have maintained high credit strength. Despite geopolitical and economic fluctuations, most issuances remain within the investment-grade category.

### A Central Role in Vision 2030

Saudi Arabia stands as one of the largest sukuk markets globally, driven by substantial government financing needs and the expansion of the domestic debt market. These efforts also support the financing of projects under the Vision 2030 initiative.

Globally, the total outstanding sukuk has risen to approximately $1.1 trillion, with Saudi Arabia serving as a key driver of the sukuk market in the Gulf region.

### Advanced Debt Management Strategy

The Saudi government employs both local and international sukuk as part of a comprehensive debt management strategy aimed at diversifying funding sources. This approach includes repurchase operations and liability management to improve debt structuring and maturity profiles.

In summary, Saudi Arabia’s robust sukuk market not only underscores its financial strength but also plays a pivotal role in the kingdom’s broader economic vision.
