The Famine Early Warning Systems Network (FEWS NET) has released a critical report outlining the adverse effects of extortion and taxation policies imposed by the Houthi militia in areas under their control. The findings underscore how these practices are eroding investor confidence and intensifying the ongoing food security crisis in Yemen.
The report, which covers the period from April to September 2026, indicates a significant decline in the number of small and medium-sized enterprises due to the oppressive practices of the Houthis. This downturn has resulted in thousands of workers losing their jobs and struggling to secure adequate income. Moreover, the arbitrary fees and confiscation of goods have compelled many traders and investors to flee Houthi-controlled areas.
In a bid to tighten their economic grip, Houthi authorities revoked over 4,000 business licenses in April. This strategic move aims to consolidate economic power within entities affiliated with the militia, further aggravating the already precarious economic situation in these regions.
The report also highlights the Houthis’ initial commitment to promoting local milk production. However, excessive taxation on producers has led to a decline in trust and hampered production efforts. This situation has particularly affected livestock farmers in Al Hudaydah, exacerbating the existing food security crisis.
FEWS NET projects that emergency food levels (IPC4) will continue in Houthi-controlled areas, especially in Al Hudaydah, Taiz, and Hajjah, until September. These predictions are based on ongoing economic violations and a decline in income sources, which pose a significant threat to the food security of numerous families.
The data indicates that the extortion practices implemented by the Houthis are severely undermining the business environment and worsening the food security crisis in Yemen. It is imperative that relevant authorities take immediate action to support the stabilization of the Yemeni economy.
