A presidential decree was issued today, announcing a limited cabinet reshuffle in the government led by Prime Minister Dr. Sha’ban Al-Zandani. Below are the key details of the decree.
Legal Framework for the Decision
The decision follows a thorough review of several legal documents, including:
- The Constitution of the Republic of Yemen.
- The Gulf Cooperation Council Initiative and its implementation mechanism, signed on November 23, 2011.
- The Power Transfer Declaration No. (9) of 2022, which established the Presidential Leadership Council on April 7, 2022.
- Law No. (3) of 2004 concerning the Council of Ministers.
- Presidential Decree No. (3) of 2026 regarding the formation of the government and the appointment of its members.
Based on the Prime Minister’s proposal and the approval of the Presidential Leadership Council, the decree was finalized.
New Appointments
The decree appoints the following individuals to key ministerial positions:
- Eng. Badr Mohammed Mubarak Baslama as Minister of Planning and International Cooperation.
- Dr. Afrah Abdulaziz Al-Zuba as Minister of Foreign Affairs and Expatriate Affairs.
- Dr. Ahd Mohammed Salem Jassous as Minister of Local Administration.
Implementation of the Decree
This decree takes effect immediately upon its issuance and will be published in the official gazette.
