During the meeting, members, including Dr. Ibtihaaj Al-Kamal and Judge Nasser Mathna, along with committee member Abdul Salam Baaboud participating via video conference, reviewed a report concerning the projects referred to the committee. They assessed the completeness of the files in terms of required documents and data. Jamal Al-Aqel emphasized the importance of relevant authorities fulfilling their responsibilities in reviewing and auditing project files before referring them to the High Committee. He stressed the need to ensure that all documents, data, and legal and technical requirements are complete. This approach guarantees the readiness of the files, allowing the committee to study them comprehensively and make appropriate decisions.
Dr. Ibtihaaj Al-Kamal highlighted the necessity of adhering to the requirements and procedures governing project referrals. She noted that completing the documents and data is crucial for the integrity of the review and evaluation processes, facilitating the swift completion of files without delays.
Judge Nasser Mathna explained the significance of pre-auditing files from legal and technical perspectives. He underscored the need to ensure compliance with the requirements stipulated in the Tenders and Auctions Law and its executive regulations, which enhances procedural integrity and protects public funds.
Abdul Salam Baaboud, participating via video conference, stressed the importance of submitting files to the committee only after fulfilling all requirements. This practice contributes to improving work efficiency and accelerating project study and decision-making processes in accordance with established legal standards.
In conclusion, the committee reiterated the necessity for relevant government entities to complete all required documents before referring projects to the High Committee. This commitment enhances transparency and institutional discipline, contributing to improved efficiency in the tender and auction processes and expediting their completion.
