EU Allocates €130.2 Billion for Research and Development in 2025

Recent data from Eurostat reveals that European Union governments have earmarked a total of €130.2 billion for research and development (R&D) in their 2025 budgets. This allocation represents 0.69% of the EU’s gross domestic product (GDP), marking a 2.4% increase from the previous year and a significant 60.5% rise compared to 2015 levels.

Increased Government Spending Per Capita

The average government spending on R&D per person in the EU has also seen a notable increase. In 2025, this figure reached €288.9, up from €183.2 in 2015. This represents a substantial growth of 57.7% over the past decade.

National Variations in R&D Spending

Data indicates considerable variation in R&D spending across EU member states. Luxembourg leads the pack with an impressive €917.2 spent per person, followed by Denmark at €627.1 and Germany at €553.5. Conversely, Romania, Hungary, and Malta reported the lowest per capita spending, with figures of €18.8, €57.4, and €73.7, respectively.

Eurostat confirmed that Romania was the only country to experience a decline in per capita R&D funding between 2015 and 2025, with a decrease of 9.6%. In contrast, Bulgaria achieved the most remarkable growth, with an increase of 495.5%, rising from €15.5 to €92.3 per person.

Sector-wise Budget Distribution

The structural distribution of R&D budgets highlights that public universities received the largest share, accounting for 37.3% of total allocations. Following this, public knowledge support programs received 18.4%, while the industrial production and technology sector garnered 9.5%. Additionally, 6.7% of the budget was allocated to the health sector, and 5.8% went to defense.
