The Chairman of the Leadership Council: Ending Houthi terrorism is a definitive decision with no turning back.

President Alimi Affirms Commitment to Ending Houthi Terrorism

President Dr. Rashad Mohammed Alimi, Chairman of the Presidential Leadership Council, confirmed that the “Yemen Dawn” operation continues towards its ultimate goal of ending the Houthi terrorist coup, supported by the Iranian regime. He emphasized the restoration of state institutions and the exclusive control of weapons and decisions of war and peace by constitutional authorities. He stated that this decision is now in effect and irreversible, regardless of the sacrifices involved.

Addressing the Nation on October 14th Anniversary

In a speech to the Yemeni people on the occasion of the 63rd anniversary of the glorious October 14 Revolution, President Alimi praised the armed forces for their commendable performance since the operation’s launch. He noted that temporary changes on the ground would not deter the state from fulfilling its responsibilities to eliminate the threat posed by the militias, with support from allies and friends.

The President reiterated the Council’s commitment to the justice of the Southern cause and support for the outcomes of the Southern-Southern dialogue, sponsored by the Kingdom of Saudi Arabia. He emphasized the need for a fair and comprehensive solution that addresses past grievances, respects popular will, and guarantees rights, partnership, and a secure future for all.

Acknowledging Sacrifices and Threats

President Alimi commended the sacrifices made by the people of the Southern governorates in defense of the state project and the republican system. He recognized the role of Aden and the Southern governorates in defeating the Houthi militias, appreciating the sacrifices of the heroes of the Giants Forces, the National Shield, and all military, security, and popular resistance units, especially in supporting the besieged Taiz governorate.

He stressed that the Houthi threat does not target a specific governorate or region but represents a danger to the security, freedom, and future of all Yemenis, both North and South. He asserted that the situation in Taiz and Marib cannot be separated from the security of Aden, Hadramout, and other governorates. Protecting the security and stability of the South and safeguarding the rights and aspirations of its people is an integral part of national responsibility.

Launching “Yemen Dawn” Operation

President Alimi explained that the launch of the “Yemen Dawn” operation followed the exhaustion of opportunities for calm and the Houthis’ insistence on continuing the war and expanding their attacks on cities, villages, neighboring countries, and international waterways. He highlighted that the essence of the operation lies in restoring state institutions, protecting citizens, ending the coup, and returning the authority over weapons and decisions of war and peace to the exclusive jurisdiction of the state and its constitutional institutions. This ensures the rule of law and prevents any armed group from undermining the will of the people or threatening the security of neighbors and international shipping routes.

Addressing the Situation in Taiz

The President elaborated on the serious developments in Taiz, assuring that the state would continue to work with all its resources to protect the governorate, reopen its roads, and alleviate the suffering of its residents. He expressed confidence in the resilience of the people of Taiz and the determination of the armed forces, security, and popular resistance.

He announced directives for the government, local authorities, and all relevant entities to mobilize available resources to respond to urgent humanitarian needs in Taiz, provide food and medicine, assist displaced families and affected households, and work to secure the delivery of supplies and open vital roads.

Message to Citizens Under Houthi Control

In a message to citizens in areas forcibly controlled by the Houthi militias, President Alimi affirmed that they are not targets of the “Yemen Dawn” operations. He emphasized that their security, rights, and dignity are among the primary reasons for the operation. He urged them to protect their children from recruitment campaigns and avoid military sites and conflict areas, taking advantage of the announced safe return and amnesty in accordance with its legal provisions.

Condemning Houthi Attacks on Saudi Arabia

President Alimi condemned the Houthi attacks on the Kingdom of Saudi Arabia, particularly the assault on King Khalid International Airport, which resulted in casualties and injuries among civilians and pilgrims of various nationalities. He also denounced attacks on civilian and vital facilities that threaten the security of sacred places.

He stressed that the security and stability of Saudi Arabia are closely linked to the security of Yemen and the interests of its citizens. He stated that any attack on the security of the Kingdom and its civilian facilities represents an assault on the vital interests of the Yemeni people and the stability of the entire region.

Gratitude for Saudi Support

President Alimi expressed deep gratitude on behalf of the Yemeni people to their brothers in Saudi Arabia, led by King Salman bin Abdulaziz Al Saud and Crown Prince Mohammed bin Salman bin Abdulaziz, for their steadfast support of the Yemeni people and their national institutions, as well as their armed and security forces.

He praised Saudi support for state institutions, the national economy, the public budget, and contributions to the regularity of services and salaries, as well as relief for the affected, mine clearance, rehabilitation of facilities, and implementation of development and reconstruction projects.

He also highly valued the royal directives to correct the status of Yemenis residing in Saudi Arabia unlawfully, describing it as a humanitarian initiative that impacts the lives of millions and reflects the deep fraternal ties and mutual interests between the two countries and their peoples.

Reflecting on October Revolution

President Alimi stated that the October Revolution was not only a milestone in ending colonialism but also the beginning of a civil state project, building institutions, expanding education, and enhancing the presence of women in national and social work. He noted that the revolutions of September 26 and October 14 embodied the Yemenis’ will for freedom and dignity, establishing a state that derives its legitimacy from the people and protects rights through the rule of law.

He emphasized that today’s historical responsibility extends beyond ending the war; it also includes addressing the causes that led to its resurgence and building a state where weapons do not serve as a means to impose realities by force, and where the will of an individual or group does not supersede the will of the people and the rule of law.

Full Text of the Speech

In the name of Allah, the Most Gracious, the Most Merciful.

O sons of our great Yemeni people, both at home and abroad,
O heroes of our armed forces, security, and all military formations, and popular resistance,
Peace be upon you and God’s mercy and blessings.

I greet you on behalf of myself and my fellow members of the Presidential Leadership Council and the government on this immortal day, extending to you my sincerest congratulations and best wishes on the occasion of the 63rd anniversary of the glorious October 14 Revolution, which began from the majestic Radhfan mountains, opening the path to independence for our people and affirming that the will of free peoples is stronger than all forms of domination and tyranny.

The revolutions of September 26 and October 14 were two great moments in our national history, where the will of Yemenis converged on freedom and dignity, establishing a state where governance derives its legitimacy from the people, and rights are protected by the rule of law.

The greatness of October 1963 was not only in ending the era of colonialism but also in the civil state project that followed, marked by the establishment of institutions, expansion of education, and the presence of women, along with pioneering experiences in national and social work. Aden, with its rich cultural heritage and human diversity, became a haven for the free and a bridge for communication among the people of our great homeland.

O great Yemeni people,
We celebrate this anniversary at a moment that renews our responsibility to protect the republican system and its national institutions and to end the war ignited by the Houthi terrorist militias with support from the Iranian regime, causing one of the worst humanitarian tragedies in modern history.

On this occasion, I extend a special greeting to our people in the Southern governorates, who have been at the forefront of defending the state project and have made significant sacrifices to protect their cities, institutions, and national interests.

Aden and the Southern governorates have been among the first cities to defeat the Houthi terrorist project, as the efforts of the armed forces and popular resistance, supported by the Coalition to Support Legitimacy, continue to reclaim vast areas of the Republic.

Today, this role is renewed through the sacrifices of the heroes of the Giants Forces, the National Shield, and all military, security, and popular resistance units, who are fulfilling their responsibilities on various fronts and providing a model of national solidarity, especially in supporting their people in the besieged Taiz governorate.

O sons of the great October and its free descendants,
The threat posed by the Houthi militias today is not a danger to one governorate alone; it is an existential threat to the security, freedom, and future of Yemenis, both North and South.

What is happening in Taiz and Marib cannot be separated from the security of Aden, Hadramout, and other governorates. We cannot be assured of the future of any part of our homeland as long as the decision of war and peace remains outside the state institutions, and as long as the lives and interests of citizens are subject to the threat of arms.

We, along with all the honorable in the region and the world, take pride in the honorable positions of the people of the Southern governorates. We affirm that protecting the security and stability of the South and safeguarding the rights and aspirations of its people is an integral part of our broader national responsibility.

From here, we renew our steadfast commitment to the justice of the Southern cause and to the outcomes of the Southern-Southern dialogue, sponsored by our brothers in the Kingdom of Saudi Arabia, leading to a fair and comprehensive solution that addresses past grievances, respects popular will, and guarantees rights, partnership, and a secure future for all.

O citizens,
A few days ago, we announced the launch of the “Yemen Dawn” operation, which is now steadily progressing towards its ultimate goal with the sincere support of our loyal brothers in the Kingdom of Saudi Arabia, after exhausting all opportunities for calm and the Houthis’ insistence on adhering to the option of war and escalation, expanding their attacks on cities, villages, neighboring countries, and international waterways.

To understand what is happening today, we must remember how this tragedy began and the heavy toll our people have paid since the coup against state institutions and national consensus.

Years of war have left hundreds of thousands of victims, millions of displaced persons, landmines, destroyed villages, closed schools, and hospitals unable to fulfill their duties.

In vast areas of the country, graves have become a painful witness to the chaos of the militias, while an entire generation has been deprived of its natural right to education and security.

These crimes have not stopped at our borders; they have extended to airports and civilian facilities in the Kingdom of Saudi Arabia, as well as commercial ships in regional and international waters, while attacks on innocent civilians continue across our country.

We have mourned the terrorist attack that targeted King Khalid International Airport in Riyadh, which resulted in casualties and injuries among civilians and pilgrims of various nationalities, as part of a series of criminal attacks that have targeted civilian and vital facilities in the Kingdom of Saudi Arabia and threatened the security of the holy places in Mecca and Medina, which hold great significance in the hearts of all Muslims.

These attacks, which reflect a disregard for the lives of innocents, a violation of the sanctity of holy places, and a crossing of all red lines, once again reveal the true face of a group that shows no respect for the sanctity of blood, nor for the sanctity of places, and does not hesitate to expose the security of the region, the sanctities of the nation, and the interests of its peoples to grave dangers in service of the agendas of its cross-border supporters.

Targeting airports, mosques, and homes, and endangering the lives of innocents, is further evidence of the urgent need to eliminate this threat radically and to strip armed groups of the ability to impose war on the Yemeni people and the countries of the region as a means of extortion whenever they are called upon.

This is the essence of the “Yemen Dawn” operation: restoring state institutions, protecting citizens, ending the coup, and returning the authority over weapons and decisions of war and peace to the exclusive jurisdiction of the state and its constitutional institutions, ensuring the rule of law and preventing any armed group from undermining the will of the people or threatening the security of neighbors and international shipping routes.

O sisters and brothers,
The military escalation and worsening siege that Taiz is currently experiencing, along with the threats faced by other governorates, underscore the importance of unifying the fronts. Protecting civilians and restoring state institutions is a national responsibility that cannot be fragmented.

I would like to speak directly to our people in Taiz, both inside and outside the governorate. This governorate has paid a heavy price in defense of the republican system and has never abandoned its right to life, freedom, and dignity, despite the siege and suffering.

I say to you: Taiz, which has faced years of siege with the courage of its people, is capable of overcoming this ordeal as well. We trust in the resilience of its people and the determination of our armed forces, security, and popular resistance. We will continue to work with all our resources to protect the city, reopen its roads, and alleviate the suffering of its residents.

We have directed the government, local authorities, and all relevant entities to mobilize available resources to respond to urgent humanitarian needs, provide food and medicine, assist displaced families and affected households, and work to secure the delivery of supplies and open vital roads.

We call on the United Nations, its humanitarian agencies, and international and regional organizations to respond urgently in proportion to the scale of suffering caused by the militias, ensuring the protection of civilians and the unobstructed delivery of aid.

We express our appreciation for the solidarity shown by all governorates with their people in Taiz, which embodies the unity of ranks and the humanitarian bonds among our noble people.

O sons of our people in areas forcibly controlled by the militias,
We reaffirm that you are not targets of the “Yemen Dawn” operations; your security, rights, and dignity are among its most important reasons. Therefore, we urge you to protect your children from recruitment campaigns and avoid military sites and conflict areas, taking advantage of the announced safe return and amnesty in accordance with its legal provisions.

History will remember the names of those who defended their republic and fought for their just rights in golden pages, while it will open lists of shame for those who colluded with the imamate project or exploited the suffering of citizens for illicit gains.

O great Yemeni people,
On this occasion, we renew our deep gratitude to our brothers in the Kingdom of Saudi Arabia, led by my brother, King Salman bin Abdulaziz Al Saud, and Crown Prince Mohammed bin Salman bin Abdulaziz, for their steadfast fraternal positions alongside our people and national institutions.

These positions have manifested in support for state institutions, the national economy, the public budget, contributions to the regularity of services and salaries, relief for the affected, mine clearance, rehabilitation of facilities, and implementation of development and reconstruction projects.

We also highly value the royal directives to correct the status of Yemenis residing in the Kingdom unlawfully, as this humanitarian initiative impacts the lives of millions and reflects the depth of fraternal ties and mutual interests between our two countries and peoples.

This is the approach of the Kingdom of Saudi Arabia and its noble people, which has been evident over decades in supporting stability, fostering development, and prioritizing opportunities for peace and construction. This approach is renewed today in standing by our people and their national institutions, armed forces, and security.

Here, the contrast between two different paths becomes clear: one path directs its resources towards the economy, services, and rebuilding life, while the other depletes resources in missiles, drones, and war, leaving behind displacement, destruction, and devastation.

What Yemenis need today is not more missiles and graves, but more schools, hospitals, and job opportunities; not new rounds of displacement, but a safe return to their homes; and not a war economy, but an economy that provides people with the means for a decent living.

Thus, we affirm that the security and stability of the Kingdom are closely linked to the security of Yemen and the interests of its citizens, who have found opportunities for work and a decent life there. Therefore, any attack on its security and civilian facilities is an attack on the vital interests of our people and the stability of the entire region.

O great Yemeni people,
The October Revolution has taught us that freedom cannot be safeguarded through fear, and that the sovereignty of nations cannot be built on accepting tyranny and the divine right to rule, but rather through the will of their peoples, the justice of their institutions, and the equality of their citizens before the law.

Today, our historical responsibility extends beyond ending the war; it encompasses addressing the causes that led to its resurgence and building a state where weapons do not serve as a means to impose realities by force, and where the will of an individual or group does not supersede the will of the people and the rule of law.

Our forefathers in September and October forged the dawn of freedom and independence, and our responsibility today is to create for our children the dawn of a state and sustainable peace—a state that accommodates everyone, protects rights and freedoms, and where no voice rises above the voice of the law.

Our armed forces have performed admirably since the launch of the “Yemen Dawn” operations, and despite any temporary changes on the ground, you will witness, with God’s help and the valor of our armed forces, along with the support of our brothers and friends, that our commitment to ending the terrorist threat will become a lived reality, as this decision is now in effect and irreversible, regardless of the sacrifices involved.

Glory and eternal remembrance to our noble martyrs.
Swift recovery to our heroic wounded.
Freedom for the captives and detainees.
October is glorious, and may you be well every year.
Peace be upon you and God’s mercy and blessings.
