The Central Bank of Yemen in Aden issued a directive on Tuesday, instructing all banks, exchange companies, and financial institutions operating in the country to freeze and block all bank accounts, funds, and assets belonging to 135 individuals, entities, and a maritime vessel. This action follows the Attorney General’s Decision No. 17 for the year 2026, dated October 19, 2026, which includes these individuals and entities on the terrorism list due to their connections with the Houthi terrorist militia.
The directives also prohibit any financial and commercial transactions with the listed individuals and entities. Furthermore, banks must refrain from opening any new accounts for them, whether directly or indirectly. Financial institutions are required to monitor the balances, bank accounts, funds, and assets, as well as any incoming or outgoing financial transfers related to the individuals named in the Attorney General’s decision. They must compile all relevant data and report it directly to the Financial Information Unit and the Anti-Money Laundering and Terrorism Financing Administration.
The list provided in the Attorney General’s decision includes names of political, civil, military, and security leaders affiliated with the Houthi terrorist militia. Additionally, it features traders, businessmen, companies, and five oil smuggling tankers connected to the militias.
