Saudi Labor Market Surpasses Vision 2030 Goals

The labor market in Saudi Arabia has experienced unprecedented growth over the past decade, driven by Vision 2030 initiatives and the National Labor Strategy. A joint survey conducted by the World Bank and the Ministry of Human Resources reveals significant success in achieving set objectives.

Workforce Participation Rate

The survey indicates that the workforce participation rate reached 67.1% by mid-2025. This figure exceeds the target of 61.8% for the same year. This improvement reflects an increase in job opportunities and expansion across various sectors, thereby enhancing the stability of the national economy.

Improvement in Employment Indicators

The share of small enterprises in total employment surged from 6% in 2015 to 26% in 2025. This statistic suggests that small and medium-sized enterprises now employ approximately 31.1% of the national workforce, marking a notable shift towards supporting these businesses. Additionally, the unemployment rate has seen a historic decline, dropping to 2.8%, surpassing the Vision 2030 target of 3.8%.

Empowerment of Women and Youth

The report highlights a significant increase in female employment, with women’s participation rising from 11% in 2015 to 32% in 2025. Moreover, the employment rate for female heads of households jumped from 8% to 45%. On another front, the percentage of youth not engaged in education, work, or training decreased from 40% to 25%, reflecting the success of qualification and empowerment programs.

The report confirms that the past decade has witnessed a fundamental shift in employment philosophy, with a growing emphasis on the private sector. By 2025, the number of citizens working in this sector is expected to reach 50%, compared to just 26.5% in 2015. Furthermore, the percentage of individuals exclusively seeking government jobs has dropped to 10% for men and 22% for women, indicating a change in labor market trends.
