Kuwait has emphasized the need to enhance international cooperation to combat the illicit trade of conventional weapons and prevent their diversion. This commitment aligns with the principles of the United Nations Charter and respects the sovereign rights of nations to meet their legitimate defense needs.
In a statement delivered by Diplomatic Attaché Jaraah Al-Anzi before the First Committee on Disarmament and International Security of the United Nations General Assembly, he highlighted the significance of balanced and non-selective implementation of the Arms Trade Treaty. This approach ensures that both exporting and importing countries fulfill their responsibilities without imposing unjustified restrictions on the legitimate rights of states.
Al-Anzi warned that the illegal flow of weapons and ammunition to terrorist organizations and armed groups outside state control prolongs conflicts, undermines state institutions, and hinders peace efforts and development.
Kuwait reiterated its support for the full and effective implementation of the United Nations Program of Action to prevent, combat, and eradicate the illicit trade in small arms and light weapons in all its aspects.
Al-Anzi noted that serious developments in the region have shown that the risks associated with the proliferation of conventional weapons extend beyond internal conflicts, posing a direct threat to the security and stability of nations.
He pointed to Iranian aggressions targeting Kuwait, the Gulf Cooperation Council countries, and Jordan, including attacks carried out by Iran-aligned militias in Iraq. These incidents exemplify the dangers of using missiles and drones to target civilians, civilian facilities, and critical infrastructure.
Al-Anzi stressed the necessity of respecting international humanitarian law in all conflicts, including in the occupied Palestinian territories, and ensuring that conventional weapons are not used to commit serious violations against civilians.
