UNDP Board Meeting in Aden Discusses Yemen’s Country Program Document for 2027-2029

In a significant meeting held today in Aden, the temporary capital of Yemen, the Board of Directors of the United Nations Development Programme (UNDP) convened under the leadership of Dr. Afrah Al-Zuba, Minister of Planning and International Cooperation. The agenda focused on reviewing the results of the 2025 Country Program Document while outlining the proposed Country Program for the period 2027-2029.

Strategic Priorities and Achievements

The meeting brought together various officials, including directors and specialists from relevant ministries. Participants reviewed the strategic priorities established in the 2025 Country Program Document, assessing developmental outcomes achieved to date. They discussed the challenges encountered and lessons learned, which will serve as guidance for future programs. During the meeting, the strategic direction for the new 2027-2029 document was presented, emphasizing the national context and proposed developmental priorities.

Importance of UNDP’s Role and Future Framework

Minister Al-Zuba underscored the crucial role of the UNDP in Yemen over the past six decades, highlighting the program’s ongoing commitment to supporting donor partners. The development of the new country program is undertaken under a unified national government framework that focuses on six national priorities, all aligned with political leadership directives.

The Minister also stressed that the new governmental program will serve as the reference framework for the Country Program Document. This initiative aligns with the preparation of the United Nations Sustainable Development Cooperation Framework for 2027-2029, aiming to ensure that all UN activities are consistent with governmental priorities. This approach promotes a “One United Nations” strategy, integrating seamlessly with government efforts.

A Shift Towards Local Development and UNDP’s Achievements

Al-Zuba called for the new program to embrace a progressive developmental vision, moving beyond traditional aid models. She advocated for a community-driven approach that enhances economic empowerment and links livelihoods to production and export chains. Furthermore, she emphasized the importance of empowering local authorities in government-controlled areas.

Zina Ali, the UNDP Resident Representative in Yemen, presented key achievements of the program despite operational challenges and funding declines. She reaffirmed the program’s dedication to aligning its interventions with both humanitarian needs and long-term recovery and development goals.

Ali outlined that the 2027-2029 program will prioritize strengthening the capacities of national and local institutions, expanding digital solutions, and reinforcing the UNDP’s role as a key development partner in Yemen. This will be achieved through coordinated efforts with national and international partners.

This meeting represents a pivotal moment for Yemen’s development strategy, aiming to foster sustainable growth and resilience amid ongoing challenges.
